dc.description.abstractO presente trabalho monográfico teve por objetivo examinar multidisciplinarmente a viabilidade de regulamentação das nanotecnologias, amparada sob o cenário do princípio da precaução, proteção da saúde humana e meio ambiente natural. A metodologia empregada foi análise bibliográfica nacional e internacional sobre as temáticas postas à análise, cruzando referências literárias das ciências humanas, exatas e biológicas. São tecidas, em um primeiro momento, breves considerações sobre o princípio da precaução na história mundial, definindo sua importância no controle dos riscos que novas tecnologias possam vir a causar no meio ambiente natural. Ainda, realiza um apanhado sobre o impacto ambiental no uso de novas tecnologias e incertezas científicas, perquirindo a importância da proteção do meio ambiente e da saúde humana no viés do tema debatido. Secundariamente, a pesquisa analisa historicamente o surgimento e desenvolvimento das nanotecnologias, trazendo os conceitos de nanotoxicologia, nanopoluição e nanotecnologias verdes, a fim de demonstrar a importância e complexidade do tema. A pesquisa infere que o avanço técnico-científico das nanotecnologias, pode ser um verdadeiro aliado ao desenvolvimento sustentável do meio ambiente, bem como da proteção da saúde humana, quando utiliza-se a síntese verde no processamento dos nanomateriais De outro norte, a manipulação de cada tipo específico de nanopartícula exige do profissional adequado, atenção no seu manejo e testes específicos, como o toxicológico, a fim de demonstrar sua estabilidade e segurança, para somente após todas as etapas, a nanotecnologia ser disponibilizada ao consumidor final. Por derradeiro, cuida da compatibilização das nanotecnologias no meio ambiente sob o prisma da possibilidade de uma regulamentação. Nesse norte, relaciona o modo como ocorre, hodiernamente, a regulamentação ou autorregulação das nanotecnologias na União Européia, Estados Unidos da América, Canadá e Brasil. Conclui, em apertada síntese, que é crescente o número de grupos de pesquisa e laboratórios especializados em estudar nanotecnologias, que acabam por seguir regras de controle próprias ou de órgãos específicos, criados pelo Estado ou não. Depreende que em determinados casos, como no descarte das nanopartículas e segurança do pesquisador, a regulamentação estatal é obrigatória, a fim de zelar pelos princípios fundamentais da Magna Carta e Direito Ambiental. Contudo, no que tange aos quesitos de segurança de cada nanopartícula empregada na confecção das mais diversas nanotecnologias existentes, deveria existir um órgão especializado no controle das empresas que lidam com esta ciência, como se dá na União Européia. Através deste controle, a literatura demonstrou que este seria o meio eficaz na efetiva avaliação dos perigos expostos ao meio ambiente e saúde humana, com a redução e gerenciamento dos riscos, e acabaria por não tolher o desenvolvimento científico, mas compatibilizando-o com a sustentabilidade do meio ambiente para as atuais e futuras gerações.pt_BR
dc.description.abstractThe present monographic work had as objective to examine multidisciplinarily the feasibility of regulating nanotechnologies, based on the precautionary principle, the protection of human health and the natural environment. The methodology used was national and international bibliographical analysis on the topics put to the analysis, crossing literary references of the human sciences, exact and biological. At first, brief considerations on the precautionary principle in world history are defined, defining its importance in controlling the risks that new technologies may cause in the natural environment. Also, it carries out a survey on the environmental impact in the use of new technologies and scientific uncertainties, investigating the importance of the protection of the environment and human health in the bias of the subject discussed. Secondarily, the research historically analyzes the emergence and development of nanotechnologies, bringing the concepts of nanotoxicology, nanoproduction and green nanotechnologies, in order to demonstrate the importance and complexity of the topic. The research infers that the technical-scientific advancement of nanotechnologies can be a true ally to the sustainable development of the environment, as well as the protection of human health, when using the green synthesis in the processing of nanomaterials. From another north, the manipulation of each specific type of nanoparticle requires the appropriate professional, attention in your handling and specific tests, such as toxicological, in order to demonstrate your stability and safety, so that after all the steps, nanotechnology will be made available to the final costumer Lastly, it takes care of the compatibility of the nanotechnologies in the environment under the prism of the possibility of a regulation. In the north, it relates how the regulation or selfregulation of nanotechnologies in the European Union, the United States of America, Canada and Brazil occurs nowadays. It concludes, in a very brief summary, that the number of research groups and laboratories specializing in nanotechnologies is increasing, and they end up following their own control rules or specific organs, created by the State or not. It appears that in certain cases, such as the disposal of nanoparticles and the safety of the researcher, state regulation is mandatory in order to ensure the fundamental principles of Magna Letter and Environmental Law. However, with regard to the safety requirements of each nanoparticle used in the preparation of the most diverse nanotechnologies, there should be a specialized organ to control the companies that deal with this science, as it happens in the European Union. Through this control, the literature demonstrated that this would be the effective means in the effective evaluation of the dangers exposed to the environment and human health, with the reduction and management of the risks, and would end up not to hinder the scientific development, but compatible it with the sustainability of the environment for the present and future generations.en
