A Polícia Federal após a Constituição de 1988 : polícia de governo, segurança de Estado e polícia judiciária

Abstract

Este trabalho analisa as atribuiçõees da Policia Federal após a Constituição de 1988. A Policia Federal (PF, Departamento de Polcia. Federal)é um Orgão do governo da União, subordinado ao Ministério da Justiça, que cumpre a função constitucional de ser a policia civil investigativa, judiciária de ordem política e social, de fronteiras, anti-drogas, contrabando dentre outras atribuições. Após 1985, na volta do regime democrático, a PF se torna o mais importante Órgão policial brasileiro. O trabalho aborda e analisa aos seguintes temas: retoma um breve histórico do órgão(1944-1985); suas atribuições constitucionais; a disputa por predomínio e a centralidade de um sistema de segurança interno fragmentado entre a PF e a comunidade de informações vinculada às Forças Armadas (particularmente o Exército), manifestada através da tensão com o Gabinete de Segurança Institucional (GSD e seu serviço de inteligência (cujo cliente é a Presidencia da Republica), a Agencia Brasileira de Inteligencia (ABIN); a aliança entre militares e delegados e as disputas corporativas entre delegados e as demais categorias da carreira policial

This dissertation analyses the Polícia Federal (Department of Federal Police, PF) attributions after the 1988 Constitution have been promulgated. The PF is a federal government agency, subordinated to the Ministry of Justice, and executes the constitutional duty of acting as the civil police, investigative, criminal and judiciary political and social order, borders, anti-drugs, anti-smuggling among other duties. After 1985, in the return of democratic regime, the PF becomes the most important brazilian security and police agency. The dissertation approach and analyses those themes: a short history of the agency (1944-1985); its constitutional attributions; the conflict for hegemony and centrality in a non-cooperative and divided internal security system between the PF and the intelligence community linked to the Armed Forces (particularlly the Army), the conflict becomes visible in the PF tension with the Institutional Security Cabinet (GSI) and its intelligence service (service 's client is the Presidency), the Brazilian Intelligence Agency (ABIN); the alliance among militaries and federal sheriffs and the conflict inside the PF between those sheriffs and the other police officers organized in unions and associations.
