As relações internacionais do Brasil no governo João Goulart (1961-1964) : leituras sobre a política externa independente

Abstract

Este artigo aborda a escrita da História da Política Externa Independente (PEI) do governo João Goulart com o contexto da Guerra Fria. Dessa forma, procuramos realizar uma análise historiográfica de alguns trabalhos que privilegiaram em diversos graus as relações internacionais do Brasil no período, bem como seus desdobramentos internos. A temporalidade da análise teve início na produção realizada a partir da década de 1960, percorrendo as décadas de 1970, 1980 e 1990, até chegar aos anos 2000. Autores expressivos de cada uma dessas décadas serão trabalhados por nós, tais como José Honório Rodrigues e Nilo Odália, que escrevem seus trabalhos ainda no calor dos acontecimentos; Luiz Alberto Moniz Bandeira, com sua perspectiva marxista/trabalhista de fins dos anos 1970; Pedro Sampaio Malan, com sua visão liberal de economia, e Tania Quintaneiro, com um trabalho de exaustiva pesquisa empírica, são os representantes da década de 1980; nos anos 1990, num contexto internacional no qual a Guerra Fria já era um tempo passado, Paulo Vizentini analisa a Política Externa Independente pelo enfoque do desenvolvimento e do nacionalismo; e no início desse novo século e milênio, Clodoaldo Bueno observa aqueles acontecimentos pelo prisma das relações internacionais.

This article discusses the writing of the history of Política Externa Independente (PEI) of the João Goulart government in the context of the Cold War. Thus, we try to perform historigraphical analysis of some studies which have focussed on various degrees international relations of Brazil and its internal ramifications. The temporality of the analysis began in the output from the 1960s, covering the 1970, 1980 and 1990, until the years 2000. Authors expressive of each of these decades will be worked out by us, such as Jose Honorio Rodrigues and Nilo Odália, who write their works still in the heat of the moment; Luiz Alberto Moniz Bandeira, with its perspective marxist/ labourite of the late 1970s, Pedro Sampaio Malan, with its vision of liberal economics, and Tania Quintaneiro, with an exhaustive work of empirical research, are the representatives of the 1980s; in the 1990s in the international context in which the Cold War was a time past, Paul Vizentini analyzes the Política Externa Independente focus of the development and nationalism; and the beginning of this new century and millennium, Clodoaldo Bueno believes observes those events through the prism of international relations.
