O Departamento de Agricultura Familiar (DAF) da Cooperativa Alto Uruguai Ltda – Cotrimaio na unidade de Três de Maio

Abstract

O presente trabalho aborda a experiência do Departamento da Agricultura Familiar (DAF) da COTRIMAIO, no município de Três de Maio, RS. O objetivo foi elaborar uma análise das atividades realizadas e os temas que envolvem a criação do DAF, que tem como prioridade fomentar a produção de alimentos para abastecer o programa de Alimentação Escolar e agregar renda para os agricultores familiares locais. O DAF é um espaço físico, econômico e com apoio técnico, disponibilizado pela cooperativa, destinado aos associados agricultores/as familiares, que busca a intercooperação com outras cooperativas da economia familiar, apoiar pequenas agroindústrias, entidades públicas e privadas que buscam o desenvolvimento rural, fortalecendo assim a produção de alimentos. Durante o trabalho realizou-se análise do Estatuto do DAF, bem como entrevistas com quatro agricultores/as, um gestor, um parceiro e um técnico. Além disto, foram realizadas conversas informais com diretores e presidentes das entidades que compõem departamento. Ainda não é possível avaliar em profundidade as consequências regionais do DAF, por ser um Departamento criado recentemente. Mas, foi constatado o envolvimento das instituições e dos agricultores que aderiram ao projeto, inclusive com a agregação de renda de forma considerável, em comparação aos ganhos com a produção de soja à que sempre estiveram submetidos/as. Percebemos que não ocorre a participação direta dos agricultores nas reuniões e decisões com direito a voto. A representatividade está nas instituições, e acreditamos que este talvez seja um risco para a sustentabilidade do projeto. O envolvimento dos agricultores ocorre de forma individual com o DAF. Não ocorre a organização coletiva, os vínculos são com o departamento, inclusive alguns dos agricultores não se conhecem. Ainda, é importante acrescentar que embora o DAF seja de natureza privada a organização está cumprindo função de natureza pública, pois o poder público local, em face de sua incapacidade, seja por falta de pessoal ou por falta de estrutura está com dificuldade de promover políticas públicas de inclusão e fortalecimento dos agricultores familiares, que optam por produzir alimentos. Nesta situação analisada, percebemos que poderia ser ampliado o apoio técnico, apoio a legalização das agroindústrias, condições de infraestrutura e programas na área da educação como a implantação da Escola do Campo, disponível no Ministério da Educação entre outros.

This paper discusses the experience of the Department of Family Agriculture (DAF) of COTRIMAIO in the municipality of Três de Maio, Brazil. The objective was to prepare an analysis of activities and topics that involve the creation of DAF, whose priority is to foster food production to supply the School Feeding program and aggregate income for local farmers. The DAF is a physical, economic and technical support, provided by the cooperative for the associated farmers / the family, which seeks inter-cooperation with other cooperatives in the family economy, supporting small agro-industries, public and private entities that seek to rural development, thereby strengthening food production. During the job analysis was carried out of the Statute of the DAF, as well as interviews with four farmers / as a manager, a partner and a technician. In addition, there were informal conversations with directors and presidents of the entities that make up department. It is not yet possible to assess in depth the regional consequences of the DAF, being a newly created Department. But we found the involvement of institutions and farmers joined the project, including the aggregate income considerably, compared to gains in the production of soybeans that have always been subjected to / as. We realized that there is direct participation of farmers in meetings and voting decisions. The representation is in institutions, and we believe this may be a risk to the sustainability of the project. The involvement of farmers occurs individually with DAF. There is a collective organization, the links are with the department, including some of the farmers do not know. Still, it is important to add that although the DAF is private in nature the organization is fulfilling function of a public nature, because the local government, in its failure, either due to lack of staff or lack of structure is hard to promote policies public inclusion and empowerment of farmers who choose to grow food. Analyzed this situation, we realized that it could be expanded technical support, support for the legalization of agribusiness, infrastructure conditions and programs in the area of education as the deployment of the Field School, available on the Ministry of Education among others.
