Privação de liberdade : a participação dos jovens infratores na construção e avaliação das ações socioeducativas

Abstract

O cumprimento da terceira diretriz pedagógica do SINASE (Sistema Nacional de Medidas Socioeducativas) que prevê a participação dos jovens infratores privados de liberdade na construção, monitoramento e avaliação das medidas socioeducativas é o tema abordado neste trabalho. Para tanto, foram realizadas observações e entrevistas em quatro instituições que abrigam estes adolescentes na cidade de Porto Alegre. Este trabalho tem um caráter interpretativo dos significados que compõe a “cultura marginal institucionalizada” e investiga as situações em que os jovens infratores revelam ou são levados a revelar o que pensam, sentem e como agem em relação ao seu processo de desenvolvimento como cumpridor de medida socioeducativa de privação de liberdade. Alem dos jovens foram entrevistados monitores, técnicos em educação, professores e membros das equipes diretivas das escolas com a intenção de ampliar a analise das situações e de posicionamentos em relação á rede de significações vivenciadas nestes espaços. Também trata de uma descrição teorizada dos espaços, interações e movimentos das pessoas que compõe estes cenários com o objetivo de evidenciar possibilidades e dificuldades para que estes jovens ultrapassem a consciência ingênua e atinjam a consciência critica de suas realidades, como prevê esta diretriz.

The subject discussed in this study is about the compliance of the third national pedagogic educational guideline (SINASE- National Socio Educational Measures), which includes the participation of young transgressors in custody in the construction, monitoring and evaluation of socio educational measures. To reach this goal, observations and interviews were conducted in four institutions that house these adolescents in the city of Porto Alegre. This study has an interpretative character of the meanings that comprises the "marginal institutionalized culture" and investigates situations in which young transgressors reveal or are brought to reveal what they think, feel and how they act in relation to their development process when in compliance with actions and socio educational measures during deprivation of liberty. In addition to the young people, monitors, technicians on education, teachers and members of the school management teams were interviewed with the aim to extend the analysis of the situations and opinions in relation to the network of meanings experienced in these spaces. The study also deals with a theorized description of the interactions, spaces and movements of the people that make up these scenarios in order to highlight not only the possibilities but also the difficulties so that these young people can overcome the naive consciousness and reach the critical awareness of their realities, as provided by this guideline.
