As comunidades da África Oriental : desafios e oportunidades

Abstract

O presente estudo tem por objetivo a análise da evolução da integração leste africana, especialmente da instituição que existe na região hoje, a Comunidade da África Oriental. Esta organização tem suas raízes nos processos de integração do período colonial, mas foi fundada em 1967 por Quênia, Uganda e Tanzânia. Entretanto, após uma década, em 1977, a Comunidade da África Oriental entra em colapso. Vinte e três anos depois, em 2000, a organização é refundada pelos mesmos membros, e persiste até hoje, 2013, tendo sido acrescida, em 2009, por Ruanda e Burundi. Este trabalho estabelece um histórico da África Oriental, examinando a formação colonial, as independências, a primeira Comunidade da África Oriental e os motivos de seu colapso, as transformações econômicas e políticas pelas quais a região passa nas décadas de 1980 e 1990, e a refundação da Comunidade da África Oriental. Finalmente, o trabalho busca comparar a Comunidade da África Oriental original com a que existe atualmente, traçando os motivos do colapso da original, avaliando se eles ainda estão presentes na atual, e buscando inferir a viabilidade da instituição a partir destes dados.

This study has as its objective the analysis of the evolution of East African integration, and to focus especially on the East African Community. This organization has its roots in the colonial period’s regional integration schemes, but was founded in 1967 by Kenya, Tanzania and Uganda. However, after a mere decade, in 1977, the East African Community collapsed. Twenty three years later, in 2000, the organization was founded once again by the same members, and it persists until today, having had the addition of two further members, Rwanda and Burundi. This study establishes a history of East Africa, examining the colonial formation, the independences, the first East African Community and the reasons for its collapse, the economic and political transformations which the region undergoes over the course of the 1980’s and 1990’s, and the refounding of the East African Community. Finally, this works seeks to compare the original East African Community with the current one, researching the reasons for the original’s collapse, and examining if they remain, therefore inferring the viability of the current East African Community.
