Financiamento público e gestão financeira em saúde nas microrregiões de Jaguarão e Serras de Sudeste, RS, 2008 - 2010

Abstract

O presente estudo aborda o financiamento público e a gestão financeira em duas microrregiões do RS. O trabalho teve por objetivo geral analisar as características orçamentárias do gasto público com a saúde nas microrregiões de Jaguarão e Serras de Sudeste nos anos de 2008 a 2010. A metodologia teve por base a análise de dados de domínio público do SIOPS e do IBGE. A partir da classificação dos dados, de elaboração de tabelas e da base do referencial teórico foi possível discutir e interpretar as informações. O estudo identificou que a União transfere um percentual maior de recursos aos municípios que o estado e que o município aplica mais seus recursos próprios do que aqueles transferidos por demais esferas. As microrregiões analisadas cumprem a EC 29/2000, superando os 15% para o município. O gasto público por habitante com os recursos próprios foi superior ao transferido pelas demais esferas de governo e as subfunções orçamentárias mais expressivas foram a atenção básica e “outras subfunções”, em ambas as microrregiões. Alimentação e Nutrição foi a subfunção com menor recurso aplicado. Conforme verificado no estudo há uma necessidade de maiores investimentos no SUS, com recursos significativos sendo transferidas aos municípios pelas demais esferas do governo.

This study addresses the public financing and the financial management in two microregions of the RS. The work had for general objective to analyze the budget characteristics of the public expense with the health in the microregions of Jaguarão and Serras de Sudeste in the years of 2008 to 2010. The methodology was based in analysis of data of public domain of the SIOPS and the IBGE. From classification of the data, elaboration of tables and the base of the theoretical referencial was possible to argue and to interpret the information. The study identified that the Union transfers a bigger percentage of resources that the state and the municipalities apply more its own resources than those transferred by other spheres. The microregions analyzed fulfill EC 29/2000 surpassing 15% for the municipality. The public expense for inhabitant with their own resources was higher than that transferred by other spheres of govermment and the budget subfunctions most significant were primary care and “other subfunctions”, in both the microregions. Feeding and Nutrition were the subfunction with lesser resource applied. As verified in the study it has a necessity of bigger investments in the SUS, with significant resources being transferred to municipalitie by the other spheres of the government.
