As contribuições da elaboração do plano municipal de saúde 2010-2013 como instrumento de planejamento junto à gestão em saúde do município de Osório

Abstract

Este estudo objetivou demonstrar as contribuições da elaboração do Plano Municipal de Saúde (PMS) 2010-2013 como instrumento de planejamento junto à gestão em saúde no município de Osório. Utilizou-se como metodologia a abordagem qualitativa, cuja coleta de dados abrangeu pesquisa documental do Relatório de Gestão Municipal de Saúde 2009, 2010, Plano Plurianual 2010-2013 e Plano Municipal de Saúde 2010-2013, além da realização de um questionário com o gestor municipal em saúde. O resultado apontou que o PMS 2010- 2013 priorizou ações e metas que facilitaram a avaliação e desempenho dos indicadores de saúde junto à gestão em saúde municipal. O PMS mostrou coerência com as ações previstas junto à gestão pública municipal de Osório; o PMS enfatizou em sua escrita o mapeamento municipal, bem como aspectos organizacional e estrutural da SMS de Osório. Através dele foram identificados problemas enfrentados pela gestão em saúde e propôs-se estratégias de enfrentamento para os mesmos. O PMS possibilitou o cumprimento das atribuições e responsabilidades referentes ao planejamento do SUS; facilitou a identificação das referências regionais de atendimento em saúde de média e alta complexidade junto ao município e contribuiu para a demonstração do quantitativo de recursos financeiros próprios aplicados no setor saúde e das transferências recebidas de outras instâncias do SUS.

This study has aimed to demonstrate the contributions of the formulation of Municipal Health Care Plan - “Plano de Saúde Municipal (PSM)” - from 2010 to 2013 - as a planning tool concerning the healthcare management in Osório city. The qualitative approach was used as the methodology, which data collection included the documentary research of the Annual Report of Municipal Health Department 2009, 2010, Pluriannual Plan 2010-2013 and the Municipal Public Health Plan 2010-2013, in addition to the completion of a questionnaire with the Municipal Health Manager. The result showed that the “PSM” 2010-2013 prioritized actions and goals that facilitated the assessment and performance of the health indicators at the municipal health management. The PSM showed consistency concerning the actions planned by the Municipal Public Management of Osório; the PSM emphasized in its writing the municipal mapping, as well as organizational and structural aspects of the SMS of Osório. Problems faced by the Health Management were identified through it and strategies to cope with them were proposed. The PSM enabled the accomplishment of duties and responsibilities concerning the planning of SUS; it facilitated the identification of regional references for health care and tertiary care in the city and contributed to the demonstration of its own financial resources invested in the healthcare sector and to the transfers received from other instances of SUS.
