A produção mundial de leite sofreu diversas transformações ao longo da década de 1990. A abertura comercial e a financeirização da economia permitiu uma maior interação entre os mercados leiteiros dos diferentes países. A produção mundial de leite sofreu diversas transformações ao longo da década de 1990. A abertura comercial e a financeirização da economia permitiu uma maior interação entre os mercados leiteiros dos diferentes países. No Brasil, fatores como a inserção no Mercosul e a implantação do Plano Real contribuíram para a reestruturação da cadeia produtiva do leite. Com a entrada dos produtos estrangeiros mais competitivos o setor foi obrigado a se modernizar e qualificar a sua produção. Tais fatos levaram as autoridades a intervir e criar regulamentações visando atingir os padrões internacionais de qualidade do leite. Diversas portarias, resoluções e instruções normativas foram sendo criadas para dar suporte aos produtores e para a indústria do leite. Em 2002 foi implementada a Instrução Normativa 51, uma das normas de qualidade mais importantes para o setor até hoje. Apesar de ter sido complementada recentemente pela Instrução Normativa 62/2011, foi a IN 51 que marcou uma nova etapa para o setor leiteiro nacional. Neste contexto, ao mesmo tempo em que a IN 51 conseguiu modificar a realidade produtiva de algumas regiões e atingir os objetivos propostos, percebe-se que grande parte dos produtores ainda não está de acordo com os níveis de qualidade devido alguns fatores como a falta de assistência técnica e o não pagamento do litro de leite pela qualidade, mas pela quantidade. O Rio Grande do Sul é um dos estados que mais evoluiu neste sentido, contudo, ainda há regiões dentro do próprio estado que não conseguiram se adequar. ...

The world milk production suffered several changes throughout the 90’s. The commercial opening and the economy financialization allowed a bigger interaction among milk markets from different countries. The world milk production suffered several changes throughout the 90’s. The commercial opening and the economy financialization allowed a bigger interaction among milk markets from different countries. In Brazil, factors as the insertion in Mercosul and the implementation of the “Plano Real” (Real Plan) contributed for the restructuring of the milk supply chain. With the most competitive foreign goods entrance the sector was obligated to modernize and qualify its production. Such factors led authorities aimed to achieve international patterns of milk quality. Several ordinances, resolutions and regulatory instructions were being created to support producers and for the milk industry. In 2002, Normative Instruction 51 was implemented, one of the most important quality standards for the sector till nowadays. Despite it has been implemented recently by the Normative Instruction 62/2011, it was the NI 51 that marked a new stage for the milk national sector. In this context, at the same time that the NI 51 could change the production reality of some regions and to achieve the proposed purposes it is noticed that most producers aren’t still according to the quality levels due to some factors as the lack of technical assistance and the no payment of the milk liter by quality, but by the quantity.
