Políticas públicas e agricultura familiar : o PRONAF no município de Camargo/RS

Abstract

Este trabalho procura fazer um panorama do Programa Nacional de Fortalecimento da Agricultura familiar (PRONAF), política pública criada em 1995 e oficializada em 1996 pelo Governo Federal. Este trabalho procurou identificar as principais características do seu funcionamento, sendo que o principal objetivo deste trabalho foi identificar como está sendo o acesso dos agricultores familiares e quais as principais potencialidades e dificuldades apresentadas pelo programa no município de Camargo/RS. Esta pesquisa foi feita principalmente a partir da percepção das instituições envolvidas com o programa no município. Para obter as informações necessárias e atingir o objetivo deste estudo foi utilizada neste trabalho uma pesquisa qualitativa usando os recursos disponíveis da internet para acessar dados de instituições, artigos e publicações de autores que fizeram estudos sobre o tema. Também foram buscadas informações em livros, acesso a dados de arquivos e foram feitas entrevistas através de um questionário aberto com os responsáveis de instituições que trabalham com o programa, Sindicato dos Trabalhadores Rurais e EMATER de Camargo. Com as informações obtidas através deste estudo constatou-se que o PRONAF é acessado pela maioria dos agricultores familiares, sendo que os recursos são aplicados nas principais cadeias produtivas que se destacam e que mais geram renda para o município. Apesar de este estudo possuir limitações, percebeu-se que este programa contribui para viabilizar o acesso dos agricultores familiares aos recursos públicos com baixa taxa de juros e com prazos significativos para pagamento. Estas características do programa contribuem para que este segmento da agricultura tenha melhores condições de competir neste setor que evolui e que necessita de investimentos para acompanhar a modernização da agricultura.

This paper seeks to make an overview of the National Program for Strengthening Family Farming (PRONAF), public politic established in 1995 and formalized in 1996 by the Federal Government. This study sought to identify the main features of its operation, and the main objective of this study was to identify as being the access of farmers and the main strengths and difficulties presented by the program in the municipality of Camargo / RS. This research was conducted primarily from the perception of the institutions involved with the program in the city. To obtain the necessary information and achieve the objective of this study was used in this study a qualitative research using the resources of the Internet to access data from institutions, articles and publications from authors who have done studies on the subject. Were also sought information in books, access to data files and interviews were made through an open questionnaire to the heads of institutions that work with the program, the Rural Workers Union and EMATER de Camargo. With the information obtained through this study it was found that PRONAF is accessed by most farmers, and the resources are applied in the main production chains that stand out and generate more income for the city. Although this study has limitations, it was noted that this program helps to facilitate farmers' access to public resources with low interest rates and significant deadlines for payment. These features contribute to the program that segment agriculture are better able to compete in this evolving industry and requires investment to accompany the modernization of agriculture.
