Influência das organizações sociais no modelo de desenvolvimento local : o desenvolvimento a partir da comunidade de pescadores profissionais artesanais de Tramandaí, RS

Abstract

A sociedade rural brasileira sempre foi ativa na busca de direitos e condições de trabalho e para isto tem se organizado. Ao longo do tempo estas organizações receberam formatações diferentes, de acordo com a época, local, público e objetivos a serem atingidos. Este trabalho buscou entender como ocorreram as organizações de pescadores e agricultores no tempo e no território brasileiro, focando para o litoral norte gaúcho, com ênfase para Tramandaí/RS. Originalmente a orla marítima foi ocupada por pescadores profissionais artesanais, enquanto os agricultores ficaram mais afastados desta. Aqui houve o objetivo de verificar as semelhanças e diferenças nas formas de organizações construídas por cada um dos segmentos rurais. A partir daí objetivou-se analisar a influência que estas tiveram no modelo de desenvolvimento implantado em Tramandaí. A estratégica metodológica consistiu em um estudo bibliográfico e empírico, com análise qualitativa a respeito das formas de organização social dos agricultores e pescadores, ao longo do último século, a nível nacional e local. Para isto foi preciso entender quem são estes sujeitos sociais e como se deu a ocupação do espaço em que estão inseridos. A partir do estudo, observou-se que a evolução histórica das organizações de pescadores e agricultores teveram origens e trajetórias distintas, as quais somente se encontraram após a reabertura democrática brasileira, quando se entendem como categoria única: agricultura familiar. Temos aí uma nova realidade, onde a liberdade de manifestação multiplica as formas organizativas, seus atores tornam-se mais ativos e influentes nas decisões das gestões de interesse público. Instala-se um novo período, os agricultores se posicionam na década de 90 e conseguem suas demandas junto à administração pública municipal, enquanto os pescadores profissionais artesanais somente foram atendidos na década seguinte. Então o município organiza secretarias, conselhos e passa a ouvir as demandas destes atores sociais, que começam a interagir, com novas propostas em defesa de seus territórios, sua cultura e de um desenvolvimento local/regional sustentável.

The brasilian rural society always was searching for rights and conditions of job, and It has organized to have it. Over time this organizations received differents forms, according with the period, place, public and objective that They wanted to achieve. This study searched to understand how happened the fishers and agriculturists organizations by the time in the brasilian territory, principally in the city of Tramandaí/RS. Originally the seafront were occupied by craftsman professional fishermen, and the agriculturists were far from this. In this study the objective is to verify the similarities and differences in the forms of organization built for each one of the rural segments. So, we objective to analyze the influence that these forms of organization had in the development model used in Tramandaí. The methodological strategy used at this study was a bibliographic and empirical search, with qualitative analysis about the forms of social organization of the agriculturists and fishers, during the last century, at the Brazil and at Tramandaí/RS. For this was needed to understand who are this social subjects and how happened the occupation of the place where they are. From this study, we observed that the historical evolution of the fishers and agriculturists organizations began and happened by different forms, what found just after the reopening of the brasilian democracy, when it was to understand as a single category: family agriculture. So we have a new reality, in what the manifestation freedom multiplies the organizations forms, its participants become more alive and influentials in the decisions of the public’s managements. Beginning a new period, in the decade of 90 the agriculturists obtain theirs rights with the municipal public administration, while the craftsman professional fishermen just will obtain it in the next decade. So the municipal district organizes departments, councils and begin to listen to the needs of this people, who begins to interact with the new proposals of regional development.
