Arquitetando o impeachment : os enquadramentos editoriais da Folha de São Paulo sobre o Governo Dilma Rousseff (out. 2014 – abr. 2016)

Abstract

A pesquisa investiga a atuação da Folha de São Paulo, integrante da grande imprensa brasileira, no contexto da crise política e econômica que se intensificou entre a reeleição de Dilma Rousseff, em outubro de 2014, e a votação de seu afastamento, em abril de 2016. Os editoriais do jornal, disponíveis em seu acervo digital e caracterizados como textos opinativos que refletem os valores e posicionamentos políticos da instituição, atuam como espaços estratégicos para influenciar formadores de opinião e decisões públicas, por meio de enquadramentos que moldam a percepção e legitimam narrativas favoráveis à destituição de Dilma Rousseff e à desconstrução de sua imagem e governo. O objetivo da dissertação é analisar os argumentos e os enquadramentos empregados nesses editoriais para a construção de uma narrativa crítica e oposicionista ao segundo mandato da presidenta, buscando compreender de que maneira o periódico contribuiu para a legitimação do impeachment como saída plausível para a crise. Para isso, a metodologia adotada fundamenta-se na análise de textos opinativos, com ênfase no conceito de enquadramento de Robert Entman, a fim de identificar o processo seletivo e intencional pelo qual determinados aspectos da realidade são destacados em uma narrativa comunicativa que define o que deve ser percebido como problema, quais causas lhe são atribuídas, que julgamentos morais são formulados e quais soluções são apresentadas — evidenciando, assim, a dimensão política dessa prática discursiva. Os resultados apontam que a Folha de São Paulo adotou, ao longo do período analisado, uma postura de oposição sistemática ao governo e à presidenta, construindo discursivamente sua responsabilização pelas sucessivas crises enfrentadas. Por meio de seus editoriais, o jornal passou a apresentar a mudança de governo como uma alternativa não apenas legítima, mas necessária, reforçando uma leitura moralizante da conjuntura e contribuindo para a naturalização do afastamento da chefe do Executivo — culminando na defesa do impeachment como desfecho necessário. Conclui-se, portanto, que o jornal exerceu o papel de agente político ativo no processo que levou à destituição da presidenta, valendo-se de seu espaço editorial para influenciar o debate público e consolidar a narrativa de que a alternância de poder constituía, ao fim, a única solução viável para a superação da crise.

This research investigates the role of Folha de São Paulo, a leading outlet of the Brazilian mainstream press, in the context of the political and economic crisis that intensified between Dilma Rousseff’s re-election in October 2014 and the vote for her removal in April 2016. The newspaper’s editorials, available in its digital archive and characterized as opinion texts that reflect the institution’s political values and stances, function as strategic spaces to influence opinion leaders and public decision-making by means of framing those shapes perceptions and legitimizes narratives favorable to Rousseff’s removal and the deconstruction of her image and government. The aim of this dissertation is to analyze the arguments and frames employed in these editorials to construct a critical and oppositional narrative toward the president’s second term, seeking to understand how the newspaper contributed to legitimizing impeachment as a plausible solution to the crisis. To this end, the methodology is based on the analysis of opinion texts, with emphasis on Robert Entman’s concept of framing, in order to identify the selective and intentional process through which certain aspects of reality are highlighted in a communicative narrative that defines what is to be perceived as a problem, which causes are attributed, what moral judgments are formulated, and which solutions are proposed — thereby revealing the political dimension of this discursive practice. The findings indicate that Folha de São Paulo adopted, throughout the analyzed period, a systematic oppositional stance toward the government and the president, discursively constructing her responsibility for the successive crises faced. Through its editorials, the newspaper began to present the change of government not only as legitimate but also necessary, reinforcing a moralizing reading of the political situation and contributing to the normalization of the president’s removal — culminating in the defense of impeachment as the necessary outcome. It is therefore concluded that the newspaper acted as an active political agent in the process that led to the president’s ousting, using its editorial space to influence public debate and consolidate the narrative that a change in power ultimately constituted the only viable solution to overcoming the crisis.
