Entre a tradição e a inflexão : análise dos discursos de abertura do Brasil na assembleia geral da ONU sob Lula e Bolsonaro

Abstract

O tema da pesquisa é a análise comparativa dos discursos de abertura do Brasil na Assembleia Geral da ONU durante os governos de Lula (2007-2010) e Bolsonaro (2019-2022). O Brasil, tradicionalmente, inaugura o Debate Geral da ONU, refletindo sua matriz de política externa; porém, as diferenças entre os contextos internos e externos de ambos os governos levantam questões sobre rupturas e continuidades. A pergunta de pesquisa é: Quais são as principais mudanças e continuidades do discurso de abertura da AGNU de Lula e Bolsonaro e qual se assemelha ou diverge mais da prática histórica diplomática brasileira do fim do século XX e início do século XXI? A hipótese sugere que os discursos revelam diferenças ideológicas marcantes, principalmente sob Bolsonaro, mas também mantêm convergências em temas históricos, como a reforma do Conselho de Segurança da ONU. Os objetivos são compreender as continuidades e rupturas nos discursos, analisando como refletem a matriz de inserção internacional brasileira, e identificar os eixos temáticos que estruturam essas narrativas. A metodologia emprega a análise de conteúdo de Laurence Bardin, dividida em pré-análise, exploração do material e tratamento dos resultados, utilizando um corpus documental formado pelos discursos de ambos os presidentes e categorias temáticas como paz, segurança e cooperação Sul-Sul. Os resultados confirmam a hipótese, e indicam que, apesar das diferenças ideológicas e de um maior desvio da matriz de política externa brasileira por parte de Bolsonaro, existem ainda alguns pontos de continuidade que refletem a tradição diplomática brasileira, motivado principalmente, mas não exclusivamente, por grupos pragmáticos internos ao Estado.

The research topic is the comparative analysis of Brazil's opening speeches at the United Nations General Assembly during the Lula (2007-2010) and Bolsonaro (2019-2022) administrations. Brazil traditionally opens the General Debate at the UN, reflecting its foreign policy matrix; however, differences in the internal and external contexts of both governments raise questions about ruptures and continuities. The research question is: what are the main changes and continuities in Brazil's foreign policy matrix identified in the opening speeches at the UN General Assembly by Lula and Bolsonaro? The hypothesis suggests that the speeches reveal significant ideological differences, especially under Bolsonaro, but also maintain convergences in historical themes, such as the reform of the UN Security Council. The objectives are to understand the continuities and ruptures in the speeches, analyze how they reflect Brazil's international insertion matrix, and identify the thematic axes structuring these narratives. The methodology employs Laurence Bardin's content analysis, divided into pre-analysis, material exploration, and result processing, using a documentary corpus composed of the speeches of both presidents and thematic categories such as peace, security, and South-South cooperation. The results confirm the hypothesis and indicate that, despite ideological differences and Bolsonaro’s greater deviation from Brazil's foreign policy matrix, there are still some points of continuity reflecting Brazil's diplomatic tradition, driven mainly, but not exclusively, by pragmatic groups within the state.
