A Agenda 2030 da ONU nas bibliotecas : um panorama global das barreiras e oportunidades

Abstract

Este trabalho buscou apresentar um panorama global sobre o papel das bibliotecas para o alcance dos Objetivos de Desenvolvimento Sustentável (ODS) da Agenda 2030 da Organização das Nações Unidas (ONU) e sumarizar as principais barreiras e oportunidades para adoção dos ODS. Assim, esta pesquisa pretendeu responder ao seguinte problema de pesquisa: Qual o panorama global das barreiras e das oportunidades presentes na adoção da Agenda 2030 da ONU por bibliotecas? E para tanto, ela consistiu numa pesquisa bibliográfica realizada na base de dados Scopus, Web of Science e BRAPCI, e busca geral por assunto no Portal de Periódicos da CAPES durante o mês de novembro de 2024, resultando em cinquenta e duas publicações. A abordagem teórica foi qualitativa, pois lida com dados não quantificáveis. Além disso, a pesquisa teve natureza básica; sendo exploratória, pois, objetivou maior familiaridade com o problema. Os resultados apontam as principais barreiras e as ações presentes nos casos de sucesso. Dentre as barreiras, está a falta ou insuficiência de conectividade, de acesso à internet, de energia (poderia ser utilizada energia renovável), de infraestrutura, de Políticas Públicas específicas e de literacia digital. Apesar das barreiras, existem oportunidades e facilitadores, por exemplo, o estabelecimento de parcerias, o compartilhamento de experiências, o trabalho colaborativo, facilitar o acesso à informação e à educação, a formulação de Políticas Públicas pautadas pelos ODS e específicas para as Bibliotecas e a realização de ações pensadas e desenvolvidas com a participação dos usuários, a partir das demandas destes.

This study sought to present a global overview of the role of libraries in achieving the Sustainable Development Goals (SDGs) of the United Nations (UN) 2030 Agenda and to summarize the main barriers and opportunities for adopting the SDGs. Thus, this research aimed to answer the following research problem: What is the global overview of the barriers and opportunities present in the adoption of the UN 2030 Agenda by libraries? To this end, it consisted of a bibliographic search carried out in the Scopus, Web of Science and BRAPCI databases, and a general search by subject in the CAPES Journal Portal during the month of November 2024, resulting in fifty-two publications. The theoretical approach was qualitative, as it deals with non-quantifiable data. In addition, the research was basic in nature; being exploratory, as it aimed to increase familiarity with the problem. The results point out the main barriers and actions present in success stories. Among the barriers are the lack or insufficiency of connectivity, internet access, energy (renewable energy could be used), infrastructure, specific public policies and digital literacy. Despite the barriers, there are opportunities and facilitators, for example, the establishment of partnerships, the sharing of experiences, collaborative work, facilitating access to information and education, the formulation of public policies guided by the SDGs and specific to libraries and the implementation of actions designed and developed with the participation of users, based on their demands.
