Expansão da educação infantil no Brasil : contexto recente e desafios atuais

Abstract

O artigo aborda a evolução de matrículas na educação infantil - creche e pré-escola, no período histórico entre 2000 e 2010, considerando a trajetória e a dependência administrativa desta oferta educacional no Brasil, no Estado do Rio Grande do Sul e em sua Capital, Porto Alegre. A metodologia envolveu a coleta e análise de dados censitários populacionais e educacionais. O estudo considera o ordenamento legal vigente para a Educação Básica brasileira e apóia suas análises em autores que sustentam o direito à educação pública, gratuita, laica e de qualidade social no Brasil (CURY, 2010; ROSEMBERG, 2012, 2013; R. CAMPOS, 2010, 2012; M. M. CAMPOS, 2010, 2013; FARENZENA, 2010). Os dados demonstraram evolução positiva no número de matrículas entre os anos de 2000 e 2010, com percentual maior de expansão no atendimento à faixa etária de creche em relação aquele da pré-escola. As análises sobre a dependência administrativa das vagas criadas evidenciaram um movimento de municipalização no estado e no país, com acentuada privatização desta oferta na Capital. Visando contribuir para o monitoramento do alcance das metas do atual Plano Nacional de Educação, apresentamos, ainda, a tendência evolutiva da década em curso, observando dados censitários até o ano de 2014.

The article discusses the enrollment evolution in the early childhood education – nursery education and preschool in the historical period between 2000 and 2010, considering its trajectory and the administrative responsibility of this educational offering in Brazil, in Rio Grande do Sul state and its capital, Porto Alegre. The methodology involved the collection and analysis of population and educational census data. The study considers the current legal framework for the Brazilian Basic Education and the analyzes are based on authors who support the right to public education, free, secular and with social quality in Brazil (CURY, 2010; ROSEMBERG, 2012, 2013; R. CAMPOS, 2010, 2012; M. M. CAMPOS, 2010, 2013; FARENZENA, 2010). The data showed positive trend in enrollment between the years 2000 and 2010, with the highest percentage of growth in serving the aged day care over that of preschool. The analysis of the administrative dependence of created vacancies showed an increased accountability of municipal management, also in the state and in the country, with sharp privatization of this offer in the Capital of the state. Trying to contribute for the monitoring of achievement of the current National Education Plan goals, we present also the evolutionary trend of this decade, presenting census data by the year 2014.
