Teorização (in)dependente : as teorias de relações internacionais e a formulação da política externa brasileira

Abstract

O Estudo das Relações Internacionais é marcado pelo predomínio de teorias desenvolvidas em países do Primeiro Mundo. Embora as teorias produzidas no centro sejam largamente difundidas na periferia, existe muito pouca troca de conhecimento que vá dos países periféricos para os centrais. Assim, procura-se, nesse trabalho, analisar como essa concentração do estudo teórico em teorias produzidas no centro afeta a compreensão da realidade dos países periféricos e pode igualmente afetar a formulação de suas políticas externas. Para tanto, utiliza-se do caso brasileiro, procurando avaliar a influência das teorias nas políticas externas dos governos Fernando Henrique Cardoso e Luiz Inácio Lula da Silva. Acredita-se que a inclusão de teorias desenvolvidas no Terceiro Mundo contribuiria largamente para o estudo das Relações Internacionais, bem como forneceria ferramentas conceituais importantes para a formulação da política externa de países periféricos.

The study of International Relations is dominated by theories developed in First World countries. Although theories developed in countries of the center of the International System are largely debated on the periphery, there is very little exchange of knowledge that goes from the periphery to the center. Therefore, this paper analyses how this concentration of the study around theories produced in the center affects the understanding of the reality of the periphery, as well as the formulation of foreign policies in peripheral countries. For this purpose, the brazilian case is studied, an analysis is made regarding the influence of theories on the foreign policies of the governments of Fernando Henrique Cardoso and Luiz Inácio Lula da Silva. It is believed that the inclusion of theories developed in the Third World would not only contribute to the study of international relations but would likewise supply important theoretical tools for the formulation of foreign policy in Third World countries.
