O papel social dos trabalhadores Cabungueiros : marcas da presença negra nas primeiras práticas de esgotamento sanitário na Porto Alegre oitocentista

Abstract

O presente trabalho de conclusão de curso surge a partir da experiência construída a partir do Estágio Supervisionado Curricular Obrigatório em Serviço Social na Companhia Riograndense de Saneamento - Corsan. Nesse sentido, este trabalho discute as primeiras práticas de descarte de esgoto no período referente ao século XIX, no município de Porto Alegre. A pesquisa traz para o centro do debate o importante papel dos trabalhadores Cabungueiros enquanto executores do trabalho insalubre que se constituiu a partir do transporte e despejo de materiais fecais e águas servidas no Rio Guaíba. Desse modo, esta pesquisa teve por objetivo geral analisar as configurações do trabalho em uma perspectiva racializada, considerando a questão racial no século XIX, a partir da transição das práticas de asseio à formulação de uma política de saneamento básico, no município de Porto Alegre, com vistas a elucidar como a questão racial estrutura a questão social neste contexto. Os resultados possibilitam destacar os fundamentos da questão racial e social presentes nesse momento histórico, os quais incidiram diretamente na vida dessas pessoas negras que eram vistas e tratadas como “o outro”, o não humano, com respaldo em dinâmicas violentas e coercitivas do município, embasadas por decretos e legislações vigentes a época.

This end-of-course paper arises from the experience built up during the Compulsory Curricular Supervised Internship in Social Work at Companhia Riograndense de Saneamento - Corsan. In this sense, this work discusses the first sewage disposal practices in the 19th century, in the municipality of Porto Alegre. The research brings to the center of the debate the important role of the Cabungueiros workers as executors of the unhealthy work that was constituted from the transport and dumping of fecal materials and wastewater into the Guaíba River. The general aim of this research was to analyse the configurations of work from a racialized perspective, considering the racial question in the 19th century, from the transition from cleaning practices to the formulation of a basic sanitation policy in the municipality of Porto Alegre, with a view to elucidating how the racial question structures the social question in this context. The results make it possible to highlight the foundations of the racial and social issue present at this historical moment, which had a direct impact on the lives of these black people who were seen and treated as “the other”, the non-human, backed up by the violent and coercive dynamics of the municipality, based on decrees and legislation in force at the time.
