Em 2018, a Presidência da República sancionou, com vetos, o projeto que se tornou a Lei nº 13.655, a qual acrescentou 10 (dez) artigos ao Decreto-Lei nº 4.657, de 1942. As alterações foram promovidas com o intuito de reforçar a segurança jurídica, especialmente no aspecto previsibilidade, das relações do Estado com os particulares e os agentes públicos. In the year 2018, the Presidency sanctioned, with vetoes, the bill that became Law nº 13.655, which added 10 (ten) articles to the Law-Decree nº 4.657, of 1942. The amendments were issued with the aim of strengthening legal certainty, especially in terms of predictability, of the State's relations with individuals and public servants. With regard to these, article 28 of the new law was conceived with the intention of restricting the scope of their responsibility, with implications in several branches of Law.
