Despesas em educação durante os governos petistas e a edificação do welfare state brasileiro

Abstract

O presente artigo, partindo das principais teorias que orientam o estado de bem-estar social, tem por objetivo analisar como as características deste modelo de sociedade nortearam as políticas econômicas brasileiras voltadas para educação nos governos Lula e Dilma. Neste contexto, serão evidenciadas as legislações que emergiram na constituição de 1988, bem como as mudanças legislativas e políticas, assim como as despesas públicas voltadas à função educação e como se consolidaram no período proposto. Deste modo, será possível identificar como uma corrente política mais direcionada ao social, desenvolveu um dos pilares de um estado que busca o bem-estar das pessoas.

This paper aims to analyse based on the main theories that guide the welfare state and how its characteristics guided the Brazilian economic policies focused on education, where the period studied will correspond when a left wing party was in government of the country, more precisely in the years 2003 to 2016, period of the terms of Luiz Inácio Lula da Silva and Dilma Rousseff in the position of president of the republic. In this context, legislative and political changes will be exposed, as well as public expenditure on education in the country, another important point, considered a milestone for social welfare policies in Brazil, the legislation that emerged in the 1988 constitution will also be highlighted. aimed at this objective and how they were consolidated in the proposed period. Thus, it will be possible to identify how a political current more directed to the social, developed one of the pillars of a state that seeks the well-being of the people.
