Educação de surdos : refleões [i.e. reflexões] acerca da educação de surdos no Brasil, estamos retrocedendo aos paradiggmas [i.e. paradigmas] do congresso de Milão?

Abstract

Os autores deste trabalho, fazendo uma reedição da publicação anterior Mourão (2011), num relato de experiência; essa reapresentação amplia o espaço da fala do sujeito surdo contemplando suas perspectivas e olhares. O objetivo aqui é reiterar o registro deste material oportunizando aqueles que não tiveram acesso devido o volume de trabalhos que circulavam no seminário e atrair ainda outros mais interessados. No decorrer da história, os povos surdos vêm lutando pelo reconhecimento da sua identidade, cultura e língua, a língua de sinais, e por uma educação que atenda às suas especificidades. Em 2002 foi instituída a Lei de Libras, Lei No 10.436, favorecendo a Educação e inclusão de surdos. Neste contexto é que o presente trabalho propõe algumas reflexões sobre a reunião final do CONAE, abril de 2010, pela perspectiva das lutas surdas e pelo reconhecimento de sua cultura. Teóricos como Michel Foucault (2006), Maura Lopes (2007), Paulo Machado (2008), Jorge Larrosa (2013), Gisele Rangel (2015) e outros. As reuniões preparatórias do CONAE/Porto Alegre/RS, pretendem avaliar os modelos educacionais apresentando novas propostas para serem incluídas pelo MEC. Como acontecem? Como são apreciadas propostas das minorias especificamente dos surdos? Refletimos em paralelo ao Congresso de Milão suscitando novos questionamentos; estaríamos retrocedendo?

The authors of this work do a reedition of the previous publishment of Mourão (2011), in an experience report; this second presentation expands the place of speech of the deaf person, contemplating their perspectives and looks. The objective, here, is to reaffirm the registration of this material, giving opportunities to those who didn’t have access because of the volume of works that were circulating in the seminary and attracting other ones that were even more interested. Throughout history, the deaf peoples have been fighting for acknowledgment for their identity, culture and language, sign language, and for an education that meets their specialties. In 2002, the LIBRAS (Brazilian Sign Language) Law, Law Number 10.436, favored Education and deaf inclusion. This is the context in which the present work proposes some reflections concerning the final meeting of CONAE, in April of 2010, through the perspective of the deaf fights and for the acknowledgment of their culture. Theorics like Michel Foucault (2006), Maura Lopes (2007), Paulo Machado (2008), Jorge Larrosa (2013), Gisele Rangel (2015) and others. The preparatory meetings of CONAE/ Porto Alegre/ Rio Grande do Sul aim to evaluate the educational models by showing new proposals to be included by MEC. How does it happen? How appreciated are the proposals for the minorities, especially the deaf? We reflect in parallel with the Congress of Milan, bringing new questions; would we be rewinding?
