Agendas políticas importam ? : uma análise das fases da política pública Linha Turismo Porto Alegre

Abstract

O presente trabalho tem como objetivo analisar a influência da agenda governamental na proposição de políticas públicas de turismo. A pesquisa é orientada pela seguinte pergunta: Quais foram as motivações dos agentes governamentais para criar, manter e descontinuar a política pública Linha Turismo? Dentre os objetivos específicos foram estabelecidos: (1) Levantar informações sobre o surgimento e operação da Linha Turismo em Porto Alegre; (2) investigar as motivações dos poderes executivo e legislativo para autorizar o uso pela iniciativa privada da Linha Turismo; (3) identificar quais atores de controle social participaram e quais não participaram da decisão no processo de autorização de uso à iniciativa privada da Linha Turismo. Através dos achados da pesquisa, foi possível identificar que entre o período de janeiro de 2003 a março de 2020 o serviço de city tour foi mantido pela gestão municipal, em governos vinculados a diferentes agendas políticas. Analisando a trajetória da política pública, identificou-se investimentos para ampliação da frota de ônibus estilo double-deck e ações de cunho educativo para moradores e trabalhadores do turismo. Em decorrência da pandemia da Covid-19 e de ações capitaneadas pela Câmara de Vereadores, a gestão de Sebastião Melo desativou a Linha Turismo Porto Alegre e abriu caminho para a privatização do serviço de transporte turístico. Deste modo, foi possível alcançar os objetivos propostos na pesquisa ao averiguar as agendas de governo impactam e influenciam no desenho das políticas públicas.

The present work aims to analyze the influence of the governmental agenda on the proposition of public tourism policies. The research is guided by the following question: What were the motivations of government agents to create, maintain and discontinue the Linha Turismo public policy? Among the specific objectives were established: (1) To gather information about the emergence and operation of Linha Turismo in Porto Alegre; (2) investigate the motivations of the executive and legislative powers to authorize the use by the private sector of Linha Turismo; (3) identify which actors of social control participated and which did not participate in the decision in the process of authorization of use by the private sector of Linha Turismo. Through the research findings, it was possible to identify that between January 2003 and March 2020 the city tour service was maintained by municipal management, in governments linked to different political agendas. Analyzing the trajectory of public policy, investments were identified to expand the fleet of double-deck buses and educational actions for residents and tourism workers. As a result of the Covid-19 pandemic and actions led by the City Council, the management of Sebastião Melo deactivated the Linha Turismo Porto Alegre and paved the way for the privatization of the tourist transport service. In this way, it was possible to achieve the objectives proposed in the research by verifying the government agendas that impact and influence the design of public policies.
