Dimensões do discurso : análise do Discurso do TCU Frente às Prestações de Contas da Presidência da República (1988-2019)

Abstract

O objetivo deste trabalho foi o de compreender os discursos e efeitos de verdade produzidos pelo Colegiado do Tribunal de Contas da União ao apreciar e emitir Parecer Prévio sobre a Prestação de Contas da Presidência da República, referente ao período dos exercícios fiscais de 1988 à 2019. A metodologia foi de abordagem qualitativa, por meio de estudo de caso, e a técnica utilizada foi a de análise do discurso proposto por Michel Foucault, com o auxílio do software NVivo. Os resultados da análise foram no sentido de que o relatório e síntese refletem: [1] a autonomia de quem elabora o Relatório, a Síntese e Parecer; [2] as mudanças institucionais da Corte de Contas; [3] respondem a mudanças normativas e institucionais dos Poderes (Executivo, Judiciário e Legislativo); e [4] convergem para as práticas internacionais, principalmente as de controle e contabilidade.

The objective of this work was to understand the discourses and truth effects produced by the Collegiate of the Federal General Accounting Office when considering and issuing a Prior Opinion on the Rendering of Accounts of the Presidency of the Republic, referring to the period of the fiscal years from 1988 to 2019. The methodology was a qualitative approach, through a case study, and the technique was the analysis of the discourse proposed by Michel Foucault, with the aid of the NVivo software. The results of the analysis were in the sense that the report and summary reflect: [1] the autonomy of those who prepare the Report, the Summary and Opinion; [2] the institutional changes of the Accounting Court; [3] respond to normative and institutional changes of the Powers (Executive, Judiciary and Legislative); and [4] converge to international practices, mainly those of control and accounting.
