Condições de oferta educacional da educação básica do campo no Rio Grande do Sul

Abstract

O objetivo desta monografia foi construir um diagnóstico e analisar os custos educacionais, custo-aluno/ano e também as condições da oferta educacional na educação básica do campo da rede estadual de ensino do Rio Grande do Sul. O texto foi organizado em três capítulos. O primeiro capítulo apresenta uma breve revisão da literatura sobre o conceito de Educação do Campo e Educação Rural, estabelecendo as diferenças teóricas entre os dois conceitos. Também apresenta análise da movimentação das matrículas na Educação Básica do Campo no Rio Grande do Sul. O segundo capítulo apresenta uma análise comparativa entre resultados das escolas públicas estaduais urbanas e rurais no Sistema Estadual de Avaliação Participativa do Rio Grande do Sul (SEAP/RS), fazendo uma reflexão sobre as condições de oferta educacional na educação básica no estado a partir dos dados do SEAP. O terceiro capítulo analisa os custos educacionais e custo-aluno/ano de duas escolas públicas estaduais do campo, na cidade Bento Gonçalves, a partir de estudo de casos. O custo-aluno/ano foi definido como o conjunto de recursos materiais e humanos objetivamente calculados. Os itens de custo considerados na pesquisa foram: instalações (prédio e terreno), salário dos funcionários (docente e não docente); material de consumo; equipamentos e material permanente; outros insumos (água, energia elétrica, telefone, internet, gás, serviços terceiros e manutenção); e transporte escolar. Os dados de salários foram coletados nas escolas e no site do portal da transparência do RS. Os dados de material permanente, material de consumo e outros insumos foram coletados diretamente nas escolas em visitas realizadas e conversas com a equipe diretiva. Os dados sobre transporte escolar foram adquiridos em visita à Secretária Municipal de Educação. Os valores monetários dos custos educacionais somados e comparados através da unidade custo-aluno/ano. Foram analisadas as condições de oferta educacional das escolas e os custos e condições do transporte escolar. A análise dos dados coletados revelou que a educação básica do campo no Rio Grande do Sul encontra-se em processo de diminuição de matrículas; os municípios são os maiores responsáveis pela oferta de matrículas para a educação básica do campo. A análise dos resultados do SEAP/RS revelou que a infraestrutura dos prédios escolares são ainda os maiores problemas da oferta educacional para educação básica do campo. As análises dos custos educacionais e custo-aluno/ano das escolas revelaram que criar condições de qualidade na oferta educacional para as escolas do campo não é apenas uma questão de investimento financeiro, mas depende de outros fatores.

The objective of this monograph is to construct a diagnosis and analyze the educational costs, cost-student / year and the conditions of educational offer to basic education of the field of the state education network of Rio Grande do Sul. The text is organized in three chapters. The first chapter presents a brief review of the literature on the concept of Field Education and Rural Education, establishing the theoretical differences between the two concepts. The second chapter presents a comparative analysis of the results of urban and rural state public schools in the State Participative Assessment System of Rio Grande do Sul (SEAP / RS) , making a reflection on the conditions of educational offer in basic education in the state from the SEAP data. The third chapter analyzes the educational and cost-student / year costs of two state public schools in the countryside, Bento Gonçalves city, based on case studies. The cost-student / year defined as a set of objectively calculated material and human resources. The cost items considered in the survey were: facilities (building and land), salary (teaching and non-teaching); consumables; equipment and permanent materials; other inputs (water, electricity, telephone, internet, gas, third party services and maintenance); and school transportation. The salary data were collected in the schools and in the website of the RS transparency portal. Data on permanent material, consumables and other inputs were collected directly from the schools on visits and conversations with the management team. Data on school transportation were visited by the Municipal Secretary of Education. The monetary values of educational costs calculated and compared through the unit cost-student / year. The conditions of educational offer of schools and costs and conditions of school transportation were analyzed. The analysis of the results of the SEAP / RS revealed that the infrastructure of school buildings are still the major problems of the educational offer for basic education in the field. analysis of educational costs and cost-student / year of schools have shown that creating quality conditions in the educational offer for rural schools is not only a question of financial investment but depends on other factors.
