dc.description.abstractEste trabalho objetiva, sobretudo, conhecer como grupos sociais pertencentes à classe popular, removidos por políticas públicas, constroem suas identidades em um novo território. Para tanto, realizou-se um estudo de caso que teve como universo de pesquisa antigos moradores da Ilhota e da Vila Santa Luzia que, removidos de seus territórios, participaram do processo inicial de ocupação do bairro Restinga em Porto Alegre. Privilegiou-se o emprego de uma abordagem referenciada tanto na Antropologia como nos Estudos Urbanos, tendo como elementos de destaque a etnografia, as entrevistas semi-estruturadas e a investigação da formação dos territórios envolvidos a partir de uma análise histórico-documental. Tal empreendimento, procurou conjugar, não livre de tensões, perspectivas amparadas em repertórios teórico-metodológicos bastante distintos. Tendo como momento central o evento da remoção, procurou-se, em primeiro lugar, conhecer como os atores sociais vivenciavam cotidianamente o espaço em seus territórios de origem, enfatizando suas estratégias de subsistência e formas de sociabilidade, para, em seguida, avaliar o processo de remoção em si e as conseqüências decorrentes deste, em especial, para os grupos removidos. Em um segundo momento, buscou-se, através dos relatos dos moradores, apreender como construíram suas vidas/espaços nesse novo território. Nesse ínterim, refletindo-se sobre a construção de identidades destes grupos, tanto em relação aos antigos territórios quanto ao atual, verificou-se a importância que a “identidade territorial” assume na construção do quem sou “eu” /quem somos “nós”. Ademais, observou-se que tal identidade, além de contrastiva, é mobilizada em múltiplos níveis por ser, também, situacional. Isto é, a noção do “nós”, quando referida aos territórios de origem, remete ao compartilhamento tanto de estilos quanto de trajetórias de vida, nesse caso específico aos processos de remoção. Porém, por outro lado, a noção de “eles” pode ser determinada pela condição de não-residentes do bairro Restinga, em contraposição a um “nós” que engloba todos os moradores do bairro indistintamente. Com isso, percebe-se que os territórios de origem permanecem vivos em suas lembranças, dando-lhes nome e identidade, diferenciando-os, enfim, ocupando lugar de destaque na constituição do “quem sou eu” ou do quem “somos nós”. Evidenciou-se, também, que as remoções, ao serem impostas de forma arbitrária, desconsiderando aspectos fundantes desses grupos sociais, tais como os laços de pertença aos territórios e ao próprio grupo, tornam-se eventos traumáticos, com seqüelas irrecuperáveis, devido ao caráter violento e autoritário com que se revestem. Por fim, no que diz respeito aos agentes sociais que participam das decisões e implementações de políticas públicas, aqui, especificamente, intervenções urbanas, ao partilharem de “olhares” estigmatizantes dos espaços/indivíduos/grupos de classe popular, acabam por reproduzir e agravar as desigualdades sociais.pt_BR
dc.description.abstractThe main purpose of this study is to know how low income social groups, removed by public policies, construct their identities in a new territory. Therefore, a case study is presented whose universe of research is a group of old dwellers of Ilhota and Vila Santa Luiza removed to Restinga in Porto Alegre as its first occupants. The study has an anthropologic approach based in both anthropology and urban studies, having as its main elements of research method, ethnography, semi-structured questionnaire and investigation about the formation of the referred territories, taking as a point of departure an historic-documental analysis. In such attempt we tried to conjugate, not without some tensions, some perspectives supported by rather distinct theoretical and methodological repertories. Having as a central point the removal event, we tried in first place to know the quotidian of the social actors in their original territories, giving emphasis in their strategies for survival and forms of sociability for, afterwards, to evaluate the process of removal and its consequences for the people removed. In a second moment it was searched, through an account of the dwellers, to find how they constructed their lives and social space in the new territory. Meanwhile, meditating about the construction of the identities of these groups, both in relation to their old and new territories, it was verified the importance of a territorial identity in the construction of who I am/who we are. In addition, it was observed that such identity, yonder of contradistinctive, is mobilized in a multiplicity of levels, as well as multiplicity of situations. That is, the conception of the we, when referred to the original territories, addresses to both the share of stiles and trajectories of life in this specific case to the removal processes. But in another way, the notion of “they” may be determined by the condition of non-residents of the Restinga borough in contraposition to the “we” which embody all the dwellers of the borough indistinctively. With this, it may be perceived that the original territories remain alive in their memories, giving them name and identity, distinguishing them at last, putting them in a detached place in the constitution of the “who I am” or of the “who we are”. It also became evident that, as far as the removals were imposed in an arbitrary way, not considering fundamental aspects of these social groups such as appurtenant ties to the territories and to the group itself, they became traumatic with irrecoverable consequences as a result of its violent and authoritarian character. At last, taking in account the social agents involved in the decisions and implementation of public policies such as the removal of low income social classes, it may be said that while sharing the same depreciative stigmatization in relation to this spaces/individuals/groups, they will remain reproducing and aggravating existing social inequalities only.en
