A proteção social de crianças e adolescentes refugiados : pertencimento social, inserção social e contribuições do assistente social

Abstract

A presente dissertação estuda a proteção social de crianças e adolescentes refugiados, tendo como objetivo identificar como é garantida a proteção social das crianças e dos adolescentes refugiados, a fim de colaborar para a construção e execução de políticas públicas que beneficiem esses sujeitos. A pesquisa é de natureza predominantemente qualitativa, utilizando alguns dados quantitativos complementares. A metodologia utilizada foi de caráter exploratório. Foram utilizadas as técnicas de Revisão Bibliográfica e Documental. A Revisão Bibliográfica contemplou uma Revisão Sistemática de Literatura. A Revisão Sistemática de Literatura teve como critérios buscar artigos que abordassem o tema do estudo, escritos em português, inglês e espanhol e publicados entre 2009 e 2018. A Revisão Documental aconteceu através da coleta a partir dos seguintes critérios: documentos nacionais e internacionais; documentos que abordassem especificamente o tema da imigração e do refúgio, principalmente voltados a crianças e adolescentes; documentos que, mesmo não sendo específicos, também fossem direcionados a imigrantes e refugiados; documentos sobre o fazer profissional do Assistente Social, os quais auxiliassem na reflexão sobre o tema das crianças e dos adolescentes refugiados, relacionado ao trabalho deste profissional. Os dados coletados foram submetidos à análise de conteúdo fundamentada em Bardin (1979). O estudo foi orientado pelo Método Dialético Crítico. Entre os resultados obtidos destaca-se a Resolução conjunta do CONANDA1, CONARE2, CNIg3 e DPU4, publicada em 9 de agosto de 2017, sendo um entre os documentos legais que se destinam à garantia da proteção social de crianças e adolescentes refugiados, aprofundados no estudo. Na análise dos dados destacamos que a proteção social de crianças e adolescentes refugiados está estritamente relacionada à efetivação das Políticas Sociais, as quais servem como meio para a garantia dos direitos sociais e, para isso, admite-se ser imprescindível o comprometimento estatal. Tornar-se pertencente a uma nova nação depende de aspectos objetivos e subjetivos. Os aspectos objetivos contemplam desde a solicitação do refúgio até o deferimento do pedido de refúgio, e os subjetivos se referem a sentir-se pertencente à nova nação onde a criança ou o adolescente se refugiou, o que também está relacionado ao processo de aculturação. A inserção é inerente e perpassa tanto os aspectos objetivos, quanto os subjetivos. O Serviço Social brasileiro tem o desafio de preparar-se e reatualizar-se para intervir frente ao refúgio de crianças e adolescentes, principalmente, daqueles que encontram-se desacompanhados ou separados, buscando estratégias para trabalhar pela garantia de seus direitos, mediando sua inserção social e seu pertencimento social, que resultem na sua efetiva proteção social. As demandas sociais relacionadas à realidade das crianças e dos adolescentes refugiados são crescentes e desafiadoras, não podendo ser invisibilizadas e negligenciadas. Elas necessitam ser priorizadas nas agendas dos governos, nacional e internacionalmente, nas discussões técnicas, nos órgãos de defesa dos direitos das crianças e adolescentes, e também nas universidades. Trazer à pauta o tema da proteção social das crianças e dos adolescentes refugiados e problematizá-lo também é uma expressão da questão social, uma forma de lutar pela garantia de direitos desses sujeitos.

The present dissertation studies the social protection of refugee children and adolescents, aiming to identify how social protection of refugee children and adolescents is guaranteed, in order to collaborate to the construction and execution of public policy that benefit these individuals. Research is predominantly qualitative, using some additional quantitative data. The methodology used was exploratory. The techniques of Bibliographical and Documentary Revision were used. The Bibliographical Revision contemplated a Systematic Literature Review. The Systematic Literature Review had as criterion to search articles that addressed the theme of the study, written in Portuguese, English and Spanish and published between 2009 and 2018. The Documental Review happened through the gathering from the following criteria: national and international documents; documents that approached specifically the theme of immigration and refuge, mainly aimed at children and adolescents; documents that, even not being specifics, were targeted to immigrants and refugees, related to the work of this professional. The collected data were submitted to the analysis of content based on Bardin (1979). The study was guided by the Critical Dialectical Method. Between the results obtained stands out the joint Resolution of CONANDA, CONARE, CNIg and DPU, published August 9, 2017, being one of the legal documents that are intented to guarantee the social protection of refugee children and adolescents, deepened on the study. In the analysis of data we highlighted that the social protection of refugee children and adolescents is strictly related to the implementation of social policies, which serve as a way to guarantee social rights and, for this, it is admitted that the state's commitment is essential. Becoming a member of a new nation depends on objective and subjective aspects. The objective aspects include from the request of refuge to the granting of the request for refuge, and the subjective aspects refer to feeling belonging to the new nation where the child or adolescent took refuge, which is also related to the process of acculturation. The insertion is inherent and pervades both the objective and the subjective aspects. The Brazilian Social Work has the challenge of preparing and being updated to intervene in front of the refuge of children and adolescents, especially in front of those who are unaccompanied or separated, seeking strategies to work for the guarantee of their rights, mediating their social insertion and their social belonging, that result in their effective social10 protection. The social demands related to the reality of refugee children and adolescents are increasing and challenging and can not be invisible and neglected. They need to be prioritized on the agendas of governments, nationally and internationally, in technical discussions, in the organs of defense of the rights of children and adolescents, and also in universities. To bring to the fore the theme of social protection of refugee children and adolescents and to problematize it is also an expression of the social question, a way of fighting for the guarantee of the rights of these individuals.
