A influência de Macau nas relações China-Angola

Abstract

O trabalho busca responder a seguinte pergunta de pesquisa: Qual o impacto da Região Administrativa Especial de Macau (RAEM) nas relações entre a República Popular da China e a República de Angola no período que se estende de 2003 a 2019? Como hipóteses de pesquisa, têm-se que (i) a criação do Fórum Macau em 2003 – uma iniciativa da China com os Países de Língua Portuguesa – serviu como plataforma para o estreitamento dos laços diplomáticos sino-angolanos; e (ii) o governo chinês define as diretrizes dos Planos de Ação estabelecidos nas Reuniões Ministeriais do Fórum, atribuindo maior enfoque aos setores estratégicos de cooperação com Angola. O objetivo geral é analisar o impacto político e econômico da RAEM na consolidação das relações bilaterais entre China e Angola. A fim de atingir este objetivo, realizou-se uma análise qualitativa da bibliografia especializada no tema, utilizando-se tanto fontes primárias e secundárias quanto a análise de documentos e discursos oficiais. Com base nisso, o trabalho se divide em três capítulos. O primeiro apresenta o panorama geral das relações da China com o continente africano durante o século XX e o processo de transferência de soberania de Macau, de colônia portuguesa para Região Administrativa Especial chinesa. O segundo capítulo traz uma análise institucional do Fórum Macau e o papel político que a instituição desempenha nas relações chinesas com os países africanos lusófonos. O terceiro, por fim, traz um estudo sobre a parceria estratégica entre China e Angola e o impacto de Macau no desenvolvimento desta relação. Como conclusão, tem-se que a criação do Fórum Macau elevou o grau de importância que Angola atribui a RAEM, e essa proximidade angolana com Macau atende a objetivos políticos e econômicos dos três atores envolvidos – Angola, China e Macau –, possibilitando um jogo de soma positiva no qual o Fórum Macau atua como mecanismo de cooperação trilateral.

This paper aims to answer the following research question: What is the impact of the Macao Special Administrative Region (Macao SAR) on bilateral relations between the People's Republic of China and the Republic of Angola in the period from 2003 to 2019? As a research hypothesis, we have that (i) the creation of Forum Macao in 2003 – a China initiative with Portuguese-speaking Countries – served as a platform for the strengthening of Sino-Angolan diplomatic ties; and (ii) the Chinese government defines the guidelines for the Action Plans established at the Forum's Ministerial Meetings, giving greater focus to the strategic sectors of cooperation with Angola. The objective is to analyze the political and economic impact of the Macao SAR on the consolidation of bilateral relations between China and Angola. In order to achieve this objective, a qualitative analysis of the specialized bibliography on the subject was carried out, using both primary and secondary sources as well as the analysis of documents and official discourses. Based on this, the work is divided into three chapters. The first presents an overview of China's relations with the African continent during the 20th century and the process of transferring Macao's sovereignty from a Portuguese colony to a Chinese Special Administrative Region. The second chapter brings an institutional analysis of Forum Macao and the political role that the institution plays in Chinese relations with Portuguesespeaking African countries. Finally, the third presents a study on the strategic partnership between China and Angola, and the impact of Macao on the development of this relationship. The conclusion reached is that the creation of the Forum Macao has raised the level of importance that Angola attributes to the Macao SAR, and this Angolan proximity to Macao meets the political and economic objectives of the three actors involved - Angola, China and Macao -, enabling a positive-sum game in which Forum Macao acts as a trilateral cooperation mechanism.
