Neste artigo, analisam-se as conexões entre o público e o privado, com base no estudo das organizações não-governamentais (ONGs) Instituto Ayrton Senna (IAS) e Alfabetização Solidária (Alfasol). Trata-se da in-serção de instituições privadas no sistema público de ensino, ou da exe-cução direta, por elas, de políticas que seriam de responsabilidade do Estado. Enfocamos, principalmente, o repasse de dinheiro público para o privado, por meio de parcerias com empresas, da renúncia de receitas, ou de recursos repassados diretamente do governo para essas institui-ções, o conteúdo mercantil no sistema público e o controle social so-bre esses recursos. Analisamos essas instituições no contexto da relação entre o diagnóstico neoliberal incorporado pela Terceira Via – em que prevalece a idéia de que o “culpado” pela crise é o Estado – e as estraté-gias que propõem a transferência para a sociedade da responsabilidade pela execução das políticas sociais do Estado e que conferem ao que permanece em mãos estatais uma orientação de mercado, considerado parâmetro de eficiência (quase-mercado). ...

This article focuses on the connections between the public and the pri-vate based on the study of two non-governmental organizations (NGOs): Ayrton Senna Institute and Alfabetização Solidária – Alfasol (Solidarity Teaching to Read and Write). This article focuses on the connections between the public and the pri-vate based on the study of two non-governmental organizations (NGOs): Ayrton Senna Institute and Alfabetização Solidária – Alfasol (Solidarity Teaching to Read and Write). It approaches the insertion of private institu-tions in the public education system, or the direct performance, carried out by them, of policies that would be under the State responsibility. We have mainly focused on the transfer of public funds to private sectors, through partnerships with companies, renouncement of earnings, or financial re-sources that are directly transferred from the government to these institu-tions; the mercantile content in the public system; and the social control over these resources. We have analyzed these institutions, focusing on both the context of the relationship between the neo-liberal diagnosis, embod-ied by the Third Path, where the State is “blamed” for the crisis, and the strategies that propose the passage of the State social policies to society; what is property of the State follows the market orientation, considered as a parameter of efficiency (almost market). ...
