Rotas interrompidas : (i)mobilidade urbana, saúde e barreiras invisíveis na cidade

Abstract

A estrutura urbana afeta as condições de deslocamento da população no território. Quando as cidades oferecem possibilidades de circulação que incentivam hábitos saudáveis, isso causa efeitos positivos na saúde e bem estar. Promover a mobilidade urbana saudável é um desafio, em especial, nas grandes cidades onde o processo de urbanização ocorreu de forma rápida e descontrolada, e nas quais o uso de automóveis aumentou drasticamente nas últimas décadas. O problema se intensifica nas regiões periféricas ou marcadas por desigualdades socioeconômicas. Nesses casos, além dos fatores físico-estruturais, somam-se questões de ordem subjetiva que dificultam a mobilidade e inibem uma parcela da população de usufruir dos espaços da cidade. Essas questões subjetivas são chamadas, nesse trabalho, de “barreiras invisíveis”. O objetivo do estudo foi problematizar os modos pelos quais a mobilidade urbana saudável é afetada por barreiras invisíveis na Região Cruzeiro, em Porto Alegre. Para realizar essa investigação, foi utilizado um método qualitativo de pesquisa-intervenção. As informações obtidas foram analisadas sob o referencial pós-estruturalista, dialogando com teorias dos autores Michel Foucault e Zigmunt Bauman. As barreiras invisíveis encontradas estão relacionadas à sensação de isolamento da Região Cruzeiro em relação ao resto da cidade, à atmosfera de medo e insegurança, ao domínio dos grupos de tráfico e aos processos de segregação (re)produzidos no local. Também foram discutidos os meios encontrados para desviar de alguns desses obstáculos, a partir das vivências de moradores locais. As reflexões geradas suscitaram discussões sobre as relações de poder perpetradas no contexto da vida urbana contemporânea.

The urban structure affects the conditions of population’s mobility on the territory. When cities offer possibilities of circulation that encourage healthy habits, this has positive effects on health levels and well-being. Promoting healthy urban mobility is a challenge, especially in large cities where the urbanization process happened in a rapid and unplanned way, and in which the use of cars has increased dramatically in the last decades. The problem is intensified in peripheral regions or with socioeconomic inequalities. In these cases, in addition to the physical-structural factors, there are subjective issues that hinder mobility and inhibit a portion of the population from enjoying the city's spaces. These subjective issues are called, in this work, "invisible barriers." The aim of the study was to problematize the ways in which healthy urban mobility is affected by invisible barriers in the Região Cruzeiro, in Porto Alegre (RS – Brazil). To carry out this investigation, a qualitative method of research-intervention was used. The information obtained was analyzed under the post-structuralist framework, dialoguing with the theories of Michel Foucault and Zigmunt Bauman. The invisible barriers founded are related to the feeling of isolation of Região Cruzeiro from the rest of the city, to the atmosphere of fear and insecurity, to the dominance of the traffic groups and to the processes of segregation (re)produced locally. Also discussed were the means found to deviate from some of these obstacles, based on the experiences of local residents. The reflections generated led to discussions about the power relations perpetrated in the context of contemporary urban life.
