Ascensão chinesa no sistema internacional : a busca por uma posição num sistema em crise

Abstract

O presente trabalho busca compreender a política externa chinesa no século XXI em relação a sua recente ascensão no Sistema Internacional e as alterações na sua política externa, de modo a avaliar seu posicionamento no sistema. Partindo das perspectivas teóricas marxistas, teoria sistema mundo e conceito de revolução, além de uma análise histórica, buscar-se-á avaliar as estratégias chinesas de inserção internacional. Admitindo-se como marco temporal o final da Guerra Fria, é perceptível profundas transformações na configuração do poder político mundial. A China emerge como um ator relevante nas relações internacionais, de modo a ameaçar o projeto americano, tornando-se um fator decisivo nas mudanças que estão reestruturando a ordem mundial. Mostra-se, portanto, necessário compreender o que a ascensão chinesa significa para a ordem global.

This paper seeks to understand the Chinese foreign policy in the 21st century regarding its recent rise in the International System and the changes in its foreign policy, in order to assess its position in the system. Based on Marxist theoretical perspectives - the World System theory - the concept of revolution, and utilizing historical analysis, this paper aims to evaluate the Chinese strategies for its international insertion. After the end of the Cold War, profound transformations in the configuration of world political power are perceptible. China emerges as a relevant actor in international relations, so as to threaten the American project, and becoming a decisive factor in the changes that are restructuring the world order. Therefore it is necessary to understand what the Chinese rise means for the global order.
