Com a implantação da Lei 1.233 de 1954, que dispõe sobre os arruamentos e outros providências sobre regulamentação de loteamentos urbanos de Porto Alegre, o uso da terra na capital sofreu forte valorização, influenciando na instalação de investimentos públicos e privados por meio de novas infraestruturas e altos impostos municipais. Como resultado, durante as décadas de 1950 e 1960 houve a elevação do preço no mercado imobiliário, contribuindo para a dispersão da população com baixo poder aquisitivo para além das divisas municipais porto-alegrenses, que ocupou os municípios periféricos, mas acessíveis às fontes de trabalho na capital. O presente artigo busca identificar a expansão da urbanização em parte da planície de inundação do Rio Gravataí, no perímetro compreendido pelas divisas dos municípios gaúchos de Porto Alegre, Gravataí, Cachoeirinha e Alvorada. Destaca-se aqui a expansão da urbanização sobre as áreas úmidas, tendo como base os mapas feitos no software Idrisi com imagens de satélites que datam de 1985 e 2007, e o uso de fotografias aéreas de 1971 disponibilizadas pela Metroplan. A ocupação dos municípios limítrofes impulsionou e estimulou a especulação imobiliária, bem como o parcelamento do uso do solo e a implantação de novos loteamentos. A partir do uso das imagens e fotografias aéreas, notouse o aumento da ocupação ao longo das principais vias de circulação, assim como em áreas inadequadas para residências, por serem consideradas áreas de preservação e de inundação do rio. Além do uso residencial, o avanço de outras atividades antrópicas sobre o sistema natural também foi observado, como práticas agrícolas, descarte de resíduos agrícolas, tratamento do esgoto sanitário e extração de minérios e água na região de estudo. ...

With the implementation of the law 1,233 of 1954, which rules on the streets and other regulatory measures of urban building in Porto Alegre, the use of land in the capital suffered strong appreciation, influencing the installation of public and private investment through new infrastructure and high municipal taxes. As a result, during the decades of 1950 and 1960 there was the price rise in the real estate market, contributing to the dispersion of the population with low income in addition to the local currency porto-alegrenses, occupying the peripheral municipalities, but accessible to working sources in the capital. This article seeks to identify the expansion of urbanization in part of the floodplain in Gravataí River, in the perimeter of the municipalities of Porto Alegre, Gravataí, Cachoeirinha and Alvorada. The expansion of urbanization over wetlands is highlighted here based on compositions made in Idrisi software with satellite images dating from 1985 and 2007, and the use of 1971 aerial photographs available by Metroplan. The occupation of the neighboring municipalities spurred and stimulated real land speculation, as well as the land use planning and the implantation of new residential condominiums. From use of the images and aerial photographs, noticed the increase of occupation along the main traffic routes, as well as in places unsuitable for residences, because they are considered areas of preservation and river flood.
