O papel das partes interessadas (stakeholders) e a participação na gestão de recursos hídricos : um estudo no comitê Santa Maria

Abstract

Este artigo trata da gestão socioambiental no ambiente de gestão de recursos hídricos, explorando os comitês de gestão de bacia hidrográfi ca. Pauta-se pelo modelo da gestão integrada de recursos hídricos. O estudo tem como objetivo identifi car as partes interessadas (stakeholders) e analisar o seu papel na gestão integrada, assim como compreender a dinâmica da participação em um comitê de bacia hidrográfi ca. A pesquisa teórico-empírica foi classifi cada como um estudo de caso em profundidade, que lançou mão de diversas fontes de informações: pesquisa documental, entrevistas e observação das reuniões. A unidade de análise foi o Comitê de Gerenciamento da Bacia Hidrográfi ca do Rio Santa Maria. Os resultados revelaram que o Comitê reúne entidades representativas de grupos sociais diversos, todas as instituições formalizadas e cuja representatividade é agregada. Portanto, os participantes do Comitê possuem a missão de defender o interesse de uma coletividade. O processo de participação dos integrantes, pode-se dizer, é de ‘participação prospectiva’, pois eles se envolvem ativamente na criação da visão de futuro. Têm o papel de ajudar a explorar os cenários futuros possíveis, no sentido de apresentar as suas perspectivas e também de auxiliar a gerência nas decisões do presente.

This article it is about the social management in environment of water resources management, exploring the management committees of the watershed. It is guided by the model of integrated water resources management. The study aims to identify interested parties (stakeholders) and to analyze your role in integrated management, as well as understand the dynamics of participation in a committee of the watershed. The theoretical and empirical research was classifi ed as a case study in depth (YIN, 2005). We used various sources of information, among them documentary research, interviews and observation of meetings. The unit of analysis was the Managing Committee of the Watershed of the River Santa Maria. Our results revealed that the Committee involves organizations representing different social groups, all institutions whose representation is formalized and aggregate. Therefore, participants of the committee have the task of defending the interests of a collectivity. About the process of members participation, we conclude that it is ‘prospective participation’, because they actively involve themselves actively in creating the future vision and have a role of helping to explore possible future scenarios in order to present their perspectives and also to assist management decisions in the present.
