Este artigo discute as características regulatórias de Bretton Woods para conter os riscos macrofnanceiros, isto é, os riscos de flutuação nas taxas de câmbio e nas taxas de juros. O objetivo do trabalho é mostrar as vantagens da regulação macrofnanceira frente aos mecanismos decentralizados que viriam a caracterizar o sistema monetário e fnanceiro internacional no período pós-Bretton Woods. Para tanto, efetua uma revisão crítica da literatura, apontando as diferenças institucionais entre os dois mecanismos. Os eventos que se seguiram ao acordo Bretton Woods sugerem que a regulação administrativa dos riscos macrofnanceiros proporcionou maior estabilidade fnanceira às economias capitalistas nacionais, com o virtual desaparecimento das crises. Assim, uma eventual reforma do sistema monetário e fnanceiro internacional deve aumentar a regulação dos fluxos fnanceiros e mercados cambiais como forma de evitar instabilidade e crises fnanceiras. ...

This article discusses the regulatory features of Bretton Woods to contain macrofnancial risks, i.e. the risk caused by fluctuations in the exchange rates and interest rates. The objective is to show the advantages of macro-fnancial regulation in comparison with decentralized mechanisms that have characterized the international monetary and fnancial system in the post-Bretton Woods period. This article discusses the regulatory features of Bretton Woods to contain macrofnancial risks, i.e. the risk caused by fluctuations in the exchange rates and interest rates. The objective is to show the advantages of macro-fnancial regulation in comparison with decentralized mechanisms that have characterized the international monetary and fnancial system in the post-Bretton Woods period. In order to do that, the article carries out a critical review of the literature, pointing out the institutional differences between the two mechanisms. The events that followed the Bretton Woods regime suggest that administrative regulation of macro-fnancial risks provided far greater fnancial stability to national capitalist economies, with the virtual disappearance of crises. Thus, any reform of the international monetary and fnancial system must increase regulation of fnancial flows and foreign exchange markets in order to avoid instability and fnancial crises. ...
