O trabalho da(o) assistente social no acolhimento institucional de crianças e adolescentes : uma análise a partir das dimensões da competência profissional

Abstract

O presente Trabalho de Conclusão de Curso tem como objetivo identificar como se materializa o trabalho da/o assistente social no acolhimento institucional de crianças e adolescentes a partir das dimensões da competência profissional com vistas a evidenciar os principais desafios do Serviço Social nesse espaço sócio-ocupacional. Discorre sobre as dimensões da competência profissional – teórico-metodológica, técnico-operativa e ético política – e a sua materialização no cotidiano de trabalho. Parte-se do referencial materialista dialético para atingir os objetivos propostos. Para isso, inicia-se a discussão a partir de uma análise geral da história do acolhimento institucional de crianças e adolescentes no Brasil. A experiência de estágio curricular obrigatório em uma instituição de acolhimento de crianças e adolescentes em Porto Alegre/RS subsidiou a construção deste trabalho, e está relatada ao longo dos capítulos. A atual conjuntura do acolhimento institucional de crianças e adolescentes na cidade de Porto Alegre/RS também está descrita neste trabalho. A categoria trabalho e os fundamentos do trabalho profissional também foram discutidos, a fim de embasar a discussão acerca do trabalho com acolhimento institucional. Realizou-se uma pesquisa bibliográfica no Catálogo de Teses e Dissertações da CAPES, com os descritores "acolhimento institucional" e "criança e adolescente", com recorte de tempo nos últimos 5 anos, bem como uma análise documental dos documentos legais da profissão e que orientam o trabalho com acolhimento institucional de crianças e adolescentes, o que permitiu observar que existem poucas publicações na área do Serviço Social que discutem sobre a temática. Os resultados da pesquisa apontam que o trabalho com acolhimento institucional de crianças e adolescentes muitas vezes é precarizado, como reflexo da atual conjuntura de desmonte de direitos e cortes de gastos nas políticas sociais, em especial na política de assistência social. Além disso, ainda é necessária a articulação entre as três dimensões da competência profissional, pois o trabalho da(o) assistente social é comumente reduzido à "prática", o que invisibiliza as dimensões teórico-metodológica e ético-política.

This Course Conclusion Paper aims to identify how the work of the social worker materializes in the institutional reception of children and teenagers from the dimensions of professional competence, in order to highlight the main challenges of Social Work, in this socio occupational space. It discusses the dimensions of professional competence - theoretical methodological, technical-operative and ethical-political - and its materialization in daily work. It starts with the materialist-dialectic framework to achieve the proposed objectives. To this end, the discussion begins with a general analysis of the history of institutional care for children and teenagers in Brazil. The experience of mandatory curricular internship at a childcare institution in Porto Alegre/RS supported the construction of this work, and is reported throughout the chapters. The current situation of institutional care for children and adolescents in the city of Porto Alegre/RS is also described in this work. The work category and the fundamentals of professional work were also discussed, to support the discussion about work with institutional acceptance. A bibliographic research was carried out in the CAPES’ Catalog of Theses and Dissertations, with the descriptors "institutional reception" and "child and adolescent", and time cut being the last 5 years, as well as a documentary analysis of the profession’s legal documents that guide the work with institutional care for children and adolescents, which allowed the observation that there are few publications in the area of Social Work that discuss the theme. The research results show that work with institutional care for children and adolescents is often precarious, reflecting the current situation of dismantling rights and cutting spending on social policies, especially on social assistance policy. In addition, it is still necessary to articulate the three dimensions of professional competence, since the work of the social worker is commonly reduced to "practice", which makes the theoretical-methodological and ethical-political dimensions invisible.
