Estudo sobre a dinâmica social-prisional e as práticas de gestão da APAC de Porto Alegre/RS Partenon pela visão do voluntariado

Abstract

A presente pesquisa investiga as dinâmicas sociais-prisionais e as práticas de gestão carcerária da APAC Porto Alegre/RS Partenon a partir das percepções do voluntariado. O ponto de partida se situa na constatação de que os projetos político-criminais das normativas sobre o cárcere não se materializaram na realidade. Pelo contrário, concretizam uma função subjacente de segregação e de seletividade, que atua como o sustentáculo da existência das prisões. O surgimento de um modelo prisional que consiste em uma entidade civil sem fins lucrativos e é administrada somente por voluntários desponta a necessidade de aproximação. Entende-se que as normativas sociais que se constituem dentro do ambiente prisional devem ser estudadas com a entrada no campo pesquisado. Propõe-se a discussão do tema a partir da interlocucão com agentes integrados, focalizando o recorte na figura do voluntariado. Desenvolve-se uma pesquisa qualitativa com a realização de entrevistas semiestruturadas. O problema de pesquisa é analisado em quatro eixos assentados na ótica dos interlocutores: (i) a visão sobre si; (ii) o olhar sobre o preso; (iii) a relação voluntariado-preso; (iv) a percepção sobre disciplina, poder e controle na configuração de uma co-gestão carcerária. Constata-se a redefinição das relações interpessoais, a partir da introdução do voluntariado e da saída de agentes penitenciários ou polícia. Nota-se o surgimento de relações menos antagônicas e impessoais que têm como base confiança e amizade. A noção de instituição total concebida por Goffman (1974) é flexibilizada, em razão da forte conexão voluntariado-presos e da abertura com a sociedade externa. A concepção de Foucault (2014) de acesso à "humanidade" punitiva - vista na potencialização das assistências e na exclusão da violência institucional - e a introdução dos mecanismos disciplinares - pelo método APAC - auxilia para desvelar o núcleo prisional estudado. Verifica-se a consolidação de uma co-gestão com a transferência de responsabilidades aos internos. Tal prática é estimulada pela instituição, não sendo considerada como "falha do poder de coerção" (SYKES, 1958). Ao final, indicou-se a importância de produzir novos saberes a partir do contato com atores envolvidos na complexa temática de estudo sobre a vida dentro das prisões.

The present research investigates the social-prison dynamics and the prison management practices of APAC Porto Alegre/RS Partenon from the perceptions of the volunteers. The starting point is the realization that the political-criminal projects of the norms on prison did not materialize in reality. On the contrary, those projects fulfill an underlying function of segregation and selectivity, which acts as the mainstay of the existence of prisons. The emergence of a prison model that consists of a non-profit civil entity and is administered only by volunteers highlights the need for approximation. It is understood that the social norms that have been established within the prison environment should be studied with the entry into the researched field. It is proposed to discuss the theme from the dialogue with integrated agents, focusing on the figure of the volunteers. The qualitative research is carried out with the realization of semi-structured interviews. The main goal of the research is divided in four axes based on the point of view of the interlocutors: (i) the view about oneself; (ii) the perception about the prisoner; (iii) the volunteer-inmate relationship; (iv) the comprehension about the discipline, power and control in the configuration of the prison co-management. There is a redefinition of interpersonal relationships with the introduction of volunteering and the exclusion of prison officers or police in this field. There is the emergence of relationships based on trust and friendship more than an antagonistic and impersonal approach. The notion of total institution conceived by Goffman (1974) is softened due to the strong connection between volunteers and prisoners and to the openness to outside society. Foucault's (2014) conception of accessing punitive "humanity" - seen in the enhancement of assistance and the exclusion of institutional violence - and the introduction of disciplinary mechanisms - by the APAC method - helps to unveil the specificity of the prison studied. It is observed the consolidation of a co-management with the transfer of institutional responsibilities to the interns. Such practice is encouraged by the institution and is not considered a "failure of the coercion power" (SYKES, 1958). In the end, the importance of the contact with actors involved in the complex thematic of studying life in prisons is highlighted.
