Política de conteúdo local e o polo naval de Rio Grande

Abstract

O objetivo deste artigo é analisar as principais consequências da implementação da Política de Conteúdo Local para a indústria do petróleo e gás, em seus principais aspectos socioeconômicos, para cidade de Rio Grande. O texto inicia com uma rápida apresentação histórica da Política de Conteúdo Local e do contexto que predominava quando de seu incremento nos Governos Lula e Dilma. A seguir, serão discutidas as principais alterações na estrutura da cidade a partir da implementação do polo naval de Rio Grande. Ao final, concluímos que a Politica de Conteúdo Local e a implantação do polo naval propiciou crescimento econômico significativo para a cidade em curto espaço de tempo; entretanto, a crise provocada pela queda do preço das commodities no mercado global e as investigações da Lava-Jato provocaram questionamentos em relação ao acerto da política adotada. Situação que se agravou com o impeachment da presidente Dilma Rousseff e a tomada do poder governamental por atores que priorizam as regras de mercado, o que vem provocando insegurança e dúvidas em relação ao futuro da cidade

This paper aims to analyze the main consequences of the implementation of the Local Content Policy for the oil and gas industry for the city of Rio Grande in its main socioeconomic aspects. The text begins with a brief historical presentation of the Local Content Policy and the context that prevailed when it was increased in the Lula and Dilma Governments. Next, we will present the main changes in the city structure from the implementation of the shipbuild in Rio Grande. In the end, we conclude that the Local Content Policy and the implementation of the shipbuild provided significant economic growth for the city in a short time; however, the crisis provoked by the fall in the price of commodities in the global market and the investigations of Lava-Jato provoked questions regarding the correctness of the policy adopted. This situation was aggravated by the impeachment of President Dilma Rousseff and the seizure of governmental power by actors who prioritize market rules, which has promoted insecurity and doubts about the future of the city.
