This study discusses the Clamor group, a human rights entity that emerged in Brazil in the late 1970s, amid the growing political repression in the Southern Cone produced by the National Security Dictatorships. Clamor emerged in a scenario of forced displacement of persecuted politicians who were made to leave their homeland in search of shelter. Embedded in the Archdiocese of São Paulo, Clamor was, from the very beginning of their work, part of the informal constitution of a human rights defense network that aimed to help these persecuted politicians who faced very adverse conditions in their search for shelter, help to leave the region or find family and friends. This dissertation analyzes the constitution of this entity, its operating guidelines and the intense interaction with other regional or extra-regional organizations in order to meet the needs of these refugees and persecuted who were in situations of extreme economic, physical, psychological and even political fragility. This work also examines the solidarity network that was established at the thime by verifying the performance of the constitutive entities in their attempt to help the political persecuted, denounce the arbitrariness committed by the National Security dictatorships and assist in the finding of missing politicians. The trajectory of the group and its relationship with these other entities were studied throug a variety of sources such as letters, group newsletters, newspaper clippings, meeting minutes, correspondence exchanged within the network and testimonies provided by people who were part of Clamor. Because oh that, it became possible to observe and analyse the joint performance of Clamor and other organizations.en
