Conselho do povo de terreiro do estado do Rio Grande do Sul – CPTERS: protagonismo e ação política do movimento do povo de terreiro do RS

Abstract

O CONSELHO DO POVO DE TERREIRO DO ESTADO DO RIO GRANDE DO SUL – CPTERS está hoje instituído e vinculado à Secretaria de Direitos Humanos e Cidadania do Estado e se compõe como grupo organizado politicamente para dialogar diretamente com o Estado em prol de sugerir ações, denunciar infrações e elaborar políticas públicas, enfrentando as demandas específicas do Povo de Terreiro, principalmente no que se refere à intolerância religiosa, ao racismo religioso e à violência: questões cotidianas e politicamente organizadas pelo segmento da matriz africana e do Movimento Negro. Este trabalho, portanto, pretende pesquisar a ação política do Movimento do Povo de Terreiro do Estado do Rio Grande do Sul até a formação do CPTERS – Conselho do Povo de Terreiro do Estado do Rio Grande do Sul. Período compreendido entre os anos 2000 e 2016. Verificar, analisar e descrever mecanismos que têm ou tiveram eficiência no diálogo com o Estado são os objetivos do trabalho que levanta a hipótese de que sejam os valores civilizatórios das tradições de matriz africana demarcadores de distinção desta ação que provoca deslocamentos na esfera pública a partir da projeção da diferença, causam efeitos transruptivos sociais, tornando o diálogo com o Estado efetivo e proporcionando a marca da multiculturalidade na sociedade. Multiculturalidade, diferença e efeitos transruptivos são conceitos que permearam a busca para a resposta das questões desta pesquisa.

The COUNCIL OF THE PEOPLE OF TERROR OF THE STATE OF RIO GRANDE DO SUL - CPTERS is today established and linked to the Secretariat of Human Rights and Citizenship of the State and is composed as a politically organized group to dialogue directly with the State in order to suggest actions, denounce infractions and to elaborate public policies, addressing the specific demands of the People of Terreiro, especially regarding religious intolerance, religious racism and violence: daily issues and politically organized by the African matrix and the Black Movement. This work, therefore, investigates the political action of the People 's Movement of Terreiro of the State of Rio Grande do Sul until the formation of CPTERS - People' s Council of Terreiro of the State of Rio Grande do Sul. Period between 2000 and 2016. Checking, analyzing and describing mechanisms that have or have been effective in the dialogue with the State are the objectives of the work that raises the hypothesis that the civilizational values of the African matrix traditions are the distinguishing marks of this action that causes displacements in the public sphere from the projection of difference, cause social transgressive effects, making dialogue with the State effective and providing the mark of multiculturality in society. Multiculturalism, difference and transruptive effects are concepts that permeate the search for the answer of the questions of this research.
