Agricultura familiar e o programa nacional de alimentação escolar - PNAE

Abstract

O presente trabalho trata da agricultura familiar, sua definição e características, o cenário atual e algumas políticas públicas de apoio ao fortalecimento dessa. Especificamente o Programa Nacional de Alimentação Escolar, que é um dos maiores programas de alimentação e nutrição do mundo, este apresenta como objetivo suprir necessidades nutricionais durante o período de aula e contribuir para o rendimento escolar, incentivando práticas alimentares saudáveis. O PNAE tem como inovação a Lei Nº 11.947/2009 com a qual ocorre a garantia de que 30% dos repasses do FNDE, para aquisição de gêneros alimentícios, sejam destinados à aquisição de produtos da agricultura familiar. Para a construção deste trabalho, será abordado o funcionamento do Programa de Alimentação Escolar no município de Balneário Pinhal, com enfoque na adequação à legislação por meio de uma pesquisa empírica com a Cooperativa de Agricultores Familiares do município de Osório. Esta cooperativa iniciou o processo de fornecimento de seus produtos para o comércio de alimentação escolar na região. Este trabalho apresentará de que forma ocorreu o processo de organização desta Cooperativa, as dificuldades encontradas e as perspectivas deste grupo pioneiro na região que atende a este novo mercado, disponibilizado à agricultura familiar pela Lei Nº 11.947/2009.

This paper deals with family agriculture, its definition and features, the current situation and some public politics that supports its strengthening. Highlighting the National Scholar Feeding Program, one of the biggest feeding and nutrition programs in the world, that has as its main purposes dealing with nutritional needs during school hours (school year) and contribute to scholar productivity, encouraging healthy food practices. The PNAE presents as an innovation the 11947/2009 law that guarantees that 30% of the FNDE funds for the acquisition of food supplies will be designated for the acquisition of family agricultural products. For the development of this paper the operation of the Scholar feeding Program of the municipality of Balneário Pinhal will be approached, focusing on the adequacy of the legislation and through a survey with the family agriculture cooperative of the municipality of Osório, which has started the process of providing its products over the region scholar feeding market. This paper presents the organization process of this cooperative, the difficulties and perspectives of this group, pioneer in the region to attend to this new market, providing the family agriculture the 11947/2009 law.
