O financiamento do SUS no município de Muçum – RS, 2013-2020

Abstract

Este trabalho realizou o levantamento e a análise dos dados referentes ao financiamento da saúde pública no município de Muçum-RS, no período de 2013 a 2017, projetando, posteriormente, tais dados para o período de 2018 a 2020. O objetivo deste estudo foi analisar qual o impacto que os gastos com saúde terão sobre o orçamento municipal no futuro, tendo em vista o contingenciamento nos repasses estaduais e federais. Quantificou-se o total de recursos investidos pelo município, juntamente com os transferidos pelas esferas estadual e federal. Os dados foram tabulados e posteriormente realizou-se a análise horizontal e gráfica. Foram utilizados dados extraídos principalmente do Sistema de Informações sobre Orçamento Público em Saúde (SIOPS), do Fundo Nacional de Saúde (FNS), da Secretaria Estadual da Saúde do Estado do Rio Grande Do Sul (SES/RS) e de outros portais de transparência. Os dados obtidos revelaram que as transferências estaduais caíram 52% em 2018 em relação a 2013 e que os valores federais se encontram estabilizados com reajustes abaixo da inflação nos últimos 2 anos e a tendência é que siga assim em virtude da Emenda Constitucional Nº 95/2016. Todo esse contexto indica que até 2020, o município de Muçum terá que investir aproximadamente 30% de suas receitas próprias para custear a saúde de seus cidadãos.

This work carried out the raising and analysis of the data related to the financing of public health in the municipality of Muçum-RS, from 2013 to 2017, then projecting such data for the period from 2018 to 2020. The objective of this study was to analyze what impact health spending will have on the municipal budget in the future, considering the contingency in state and federal transfers. The total amount invested by the municipality was quantified along with those transferred by the state and federal spheres. The data were tabulated and later the horizontal and graphical analysis of them. Data extracted mainly from the Public Health Budget Information System (SIOPS), the National Health Fund (FNS), the State Health Secretariat of the State of Rio Grande do Sul (SES/RS) and others transparency sites were used. The data obtained showed that state transfers fell by 52% in 2018 compared to 2013 and that federal values are stabilized with readjustments below inflation in the last 2 years and the trend is that this should continue due to Constitutional Amendment Nº. 95/2016. All this context indicates that by 2020, the municipality of Muçum will have to invest approximately 30% of its own revenues to cover the health of its citizens.
