Educação permanente em saúde no Sistema Único de Saúde do município de Gravataí/RS

Abstract

O presente trabalho tem por objetivo descrever sobre a implantação do Núcleo Municipal de Educação em Saúde Coletiva (NUMESC) e o desenvolvimento das ações de Educação Permanente em Saúde no município de Gravataí, no período de 2016 a 2018. Para a construção do estudo, que é de natureza descritiva, foi realizada uma pesquisa de análise documental, a partir de um roteiro pré-estabelecido, mediante consulta aos arquivos do NUMESC e documentos oficiais da Secretaria Municipal de Saúde (SMS). O NUMESC de Gravataí iniciou as suas atividades no ano de 2015 e foi oficializado como parte da SMS por meio do Decreto nº 14.524/2015. Neste estudo foram identificadas as características do NUMESC, sua composição, atribuições e metas, definidas no Plano Municipal de Saúde (PMS). Também foram apresentadas as fragilidades do NUMESC, no tocante à carência de dados e registros e a necessidade da construção da Política Municipal de Educação Permanente em Saúde. Tais constatações demonstram que o presente estudo é incipiente e sinalizam a necessidade de aprofundamento do tema, por conta da recente trajetória do NUMESC/Gravataí. Portanto, sugere-se desenvolvimento de uma nova pesquisa sobre o assunto daqui a cinco anos.

This work aims to describe the implementation of the Municipal Center of Education in Collective Health (NUMESC) and the development of the actions of Permanent Education in Health (EPS) in the city of Gravataí, from 2016 to 2018. For the construction of the study, which is a descriptive nature, a documental analysis was carried out, based on a pre-established script, through consultation of the NUMESC archives and official documents of the Municipal Health Departament (SMS). The NUMESC of Gravataí began its activities in the year 2015 and it was made official as part of the SMS through the Decree nº 14.524 / 2015. In this study, the characteristics of the NUMESC, its composition, attributions and goals, as defined in the Municipal Health Plan (PMS) were identified. The weaknesses of the NUMESC were also presented, regarding the lack of data and records and the need to build the Municipal Policy on Permanent Education in Health. These findings indicate the need to deepen the theme, which could be make, for instance, in five years time once NUMESC has recently been implemented.
