Fundamentos e mediações no trabalho do assistente social da região celeiro do Rio Grande do Sul

Abstract

Os Fundamentos do Serviço Social são compreendidos através das dimensões teóricometodológica, ético-política, que se expressam na dimensão técnico-operativa da profissão com a hegemonia do projeto profissional da categoria atrelada a um projeto profissional vinculado a uma lente marxista de compreensão da realidade. Os assistentes sociais se constituem como trabalhadores assalariados, possuidores de sua força de trabalho para a venda, dependem dos meios de trabalho a serem oferecidos pelos empregadores para o trabalho profissional. Estes meios refletem as condições objetivas de trabalho e contribuem para a sua qualidade ou não, no sentido de favorecer a materialização da dimensão teleológica do trabalho profissional. O presente estudo aborda os fundamentos e as mediações no trabalho do assistente social e objetiva analisar como vem sendo realizada a mediação dos fundamentos do Serviço Social no trabalho profissional das(os) Assistentes Sociais da Região Celeiro do Rio Grande do Sul, a fim de contribuir na intervenção e na construção de conhecimento em Serviço Social. A pesquisa fundamenta-se na teoria social crítica, e orienta-se pelo método dialético-crítico que instiga a apreensão dos Fundamentos e Mediações do Serviço Social em seu movimento contraditório, à medida que o Serviço social se constitui na sociedade sob a égide do capital, se contrapondo aos seus ditames e a forma como o homem explora o próprio homem coisificando as relações sociais. Os sujeitos participantes do estudo compreenderam em onze profissionais de Serviço Social que trabalham nas instituições que possuem o profissional na composição de suas equipes na Região Celeiro do Rio Grande do Sul. A coleta de informações foi por meio de bases empírica e documental, a técnica utilizada foi através de entrevista semiestruturada e a análise dos dados empregada foi Análise de Conteúdo na perspectiva de Bardin. Os documentos analisados se constituíram dos Planos de Trabalho ou Estudos Sociais, fornecidos pelos participantes da pesquisa, e as atas das reuniões do NUCRESS Celeiro no período de 2016 e 2017. Evidenciaram-se como principais resultados, uma concepção fragmentada sobre os Fundamentos do Serviço Social, ao individualizar as dimensões, teórico-metodológica, da ético-politica e da técnica-operativa no exercício profissional; uma compreensão difusa e diversificada sobre as mediações no cotidiano profissional, considerando o conhecimento desta categoria, ao designá-la como atribuições profissionais, ou como encaminhamentos, orientações, esclarecimentos, intervenções e técnicas do trabalho profissional e vinculadas a participação em partido político, em conselhos de direitos, e em entidade representativa da profissão. O embasamento teórico, apesar de evidenciar a importância e a necessidade de relação entre formação e exercício profissional, remetendo a lembrança de referências e autores importantes e ícones da profissão estudados na época da graduação, e ancorados no Projeto Profissional e nas Políticas Sociais, ainda se constitui um embasamento teórico pragmático no trabalho do dia-a-dia. As referências mais citadas e utilizadas pelos participantes foram às legislações específicas da Política Social nas quais trabalham necessárias cotidianamente, e o Código de Ética Profissional. Conclui-se que ainda há fragilidade na apreensão dos fundamentos do Serviço Social no trabalho dos assistentes sociais, convocando-nos ao adensamento sobre a temática e a criação de espaços de enfrentamento e de resistência através da educação permanente e do fortalecimento do trabalho vivo, o que nos desafia como categoria profissional no contexto brasileiro.

The Fundamentals of Social Service are understood through the theoretical-methodological, ethical-political dimensions that are expressed in the technical-operative dimension of the profession with the hegemony of the category linked to a professional project linked to a Marxist lens of understanding reality. Social workers constitute themselves as wage laborers, possessing their labor force for sale, depend on the means of labor to be offered by employers for professional work. These means reflect the objective conditions of work and contribute to its quality or not, in the sense of favoring the materialization of the teleological attitude of the professional. The present study deals with the foundations and mediations in the social worker's work and aims to analyze how the Social Work fundamentals have been mediated in the professional work of the Social Assistants of the Barn State of Rio Grande do Sul in order to contribute in the intervention and in the construction of knowledge in Social Work. The research is based on critical social theory and is guided by the dialectical-critical method that instigates the apprehension of the Foundations and Mediations of Social Service in its contradictory movement, as Social Service is constituted in society under the aegis of capital, in opposition to his dictates and the way in which man explores man himself by making social relationships. The subjects participating in the study comprised eleven Social Service professionals who work in the institutions that have the professional in the composition of their teams in the Barreiro Region of Rio Grande do Sul. The information collection was based on empirical and documentary, the technique used was through a semi-structured interview and the data analysis employed was Content Analysis from Bardin's perspective. The documents analyzed were the Work Plans or Social Studies, provided by the participants of the research, and the minutes of the NUCRESS Barn meetings in the period of 2016 and 2017. The main results were shown a fragmented conception about the Social Work Fundamentals, by individualizing the theoretical-methodological dimensions of ethical-political and technicaloperative in professional practice; a diffuse and diversified understanding of mediations in daily life, considering the knowledge of this category, by designating it as professional assignments, or as referrals, guidelines, explanations, interventions and techniques of professional work and linked to participation in a political party, in councils and representative body of the profession. Theoretical basis, although evidencing the importance and the need for a relationship between training and professional practice, referring to the recollection of references and important authors and icons of the profession studied at the time of graduation, and anchored in the Professional Project and in Social Policies, constitutes a pragmatic theoretical foundation in day-to-day work. The references most cited and used by the participants were the specific legislation of the Social Policy in which they work daily, and the Code of Professional Ethics. It is concluded that there is still fragility in the apprehension of the foundations of Social Work in the work of social workers, calling us to the densification on the subject and the creation of spaces of confrontation and resistance through the permanent education and the strengthening of living work, the which challenges us as a professional category in the Brazilian context.
