dc.description.abstractA França construiu um tipo particular de relacionamento com o continente africano, sendo a ex-metrópole europeia que mais se envolveu em conflitos e em assuntos africanos após a independência de suas colônias. A construção e longevidade deste relacionamento se deve a múltiplos fatores que vão desde a crença do pertencimento do seu espaço colonial a uma Grande República Francesa, assimilação de elites, um processo de independência desenhado e conduzido para a manutenção da influência francesa na região, valores nacionais com a grandeur, a francofonia e o rayonnement e uma particular visão do sistema internacional e do papel francês no sistema internacional. No entanto, o fim do conflito bipolar e as transformações do sistema internacional pós-Guerra Fria causaram mudanças profundas no sistema internacional e trouxeram desafios a manutenção da tradicional política africana da França, demandando revisões e alterações desta política. Assim, esta análise busca responder o questionamento de como as transformações do sistema internacional durante o início do século XXI impactaram na política externa francesa para a África durante os governos de Nicolas Sarkozy e François Hollande?. Para tal objetivo, me proponho 1) a investigar a construção da política africana da França em perspectiva histórica, identificando os principais aspectos que levaram a construção desta política; 2) mapear as transformações do sistema internacional do início do século XXI que desafiam esta política francesa e 3) analisar como esta política foi conduzida durante os governos de Nicolas Sarkozy e François Hollande. Como ponto estruturador, utilizo a abordagem estratégico-relacional e construo a pesquisa de acordo com protocolos metodológicos qualitativos. Portanto, a hipótese de trabalho que orientou esta pesquisa é que a conjuntura do sistema internacional do pós Guerra Fria possibilitou a emergência de competição, em especial norte-americana e chinesa, ao poder francês no continente africano. Isto, aliado às transformações endógenas ocorridas no continente africano e o aprofundamento da integração europeia, transformaram o ambiente operacional em que foi inicialmente desenhada a política africana da França, evidenciando, assim, a necessidade de revisão e modernização desta política para se adequar à este novo ambiente internacional que já não comporta a tradicional política africana da França traçada durante os primeiro anos da Quinta República.pt_BR
dc.description.abstractFrance has built a particular type of relationship with the African continent, being the former metropolis that has been most involved in conflicts and African affairs after independence from its colonies. The construction and longevity of this relationship is due to several factors ranging from the belief in belonging of the colonial possessions to a Great French, assimilation of elites, a process of independence designed for a maintenance of its influence in the region, national values like the grandeur, francophonie and rayonnement and a particular vision of the international system and the French role in the international system. However, the end of the bipolar conflict and the transformations of the post-war international system has brought about profound changes in the international system and brought about the challenge of the maintenance of France’s African policy, requiring revisions and changes in this policy. So this analysis tries to answering the question of how the transformations at the international system at the beginning of the XXI century impacted on the French foreign policy to Africa during the Nicolas Sarkozy's and François Hollande's administration? For such purpose, I propose (1) to investigate the construction of France’s African politics, identifying the main aspects that led to a situation of this policy; (2) to map the changes of the international system of the 21st century, that challenge the French policy; 3) to analyze how this policy was conducted during the governments of Nicolas Sarkozy and François Hollande. As a structuring point, I use the strategic-relational approach and construct the research according to qualitative methodological protocols Therefore, the working hypothesis that guided this research is that the conjuncture of the international system after the Cold War made possible the emergence of competition, especially North American and Chinese, to French power in the African continent. This, coupled with the endogenous transformations that have taken place on the African continent and the deepening of European integration, have transformed the operational environment in which the African policy of France was initially designed, thus highlighting the need for revision and modernization of this policy since this new operational environment do not hold anymore the traditional French foreign policy to Africa designed at the beginning of the French Fifth Republic.en
