As percepções turcas acerca das relações com a Rússia entre 1991 e 2011

Abstract

As relações entre Rússia e Turquia apresentaram profundas transformações no período posterior à Guerra Fria. Historicamente, os dois países estiveram em lados opostos em diversos momentos da história, protagonizando inúmeros conflitos ao longo de séculos de relacionamento. Contudo, em seguida à desintegração da União Soviética, os dois países apresentaram padrões de comportamento diferentes do que o habitual nas suas relações bilaterais. Em fins do século XX, os dois países iniciaram uma grande dinâmica de cooperação nos mais diversos níveis. O trabalho pretende analisar essas transformações nas dinâmicas bilaterais a partir das perspectivas turcas sobre tal relacionamento. Parte-se do princípio de que as percepções de um dado ator são um elemento fundamental para a construção de processos de cooperação ou competição. Nesse sentido, o trabalho pretende analisar a imagem projetada pela Rússia no pós Guerra Fria e suas repercussões nas perspectivas turcas acerca de tais projeções. Entende-se que, além de fatores inerentes às dinâmicas bilaterais, elementos externos às relações, como mudanças na estrutura internacional ou apenas acontecimentos conjunturais, devem influenciar as percepções turcas. O trabalho aborda os principais tópicos envolvendo as relações bilaterais russo-turcas entre os anos de 1991 e 2011, relacionando-os com as percepções turcas e as suas transformações. Tais perspectivas foram, de fato, transformadas principalmente por fatores relacionados à mudança da política externa desenvolvida pela Rússia, pelo conflito interno resultante da guerra ao PKK, por crises domésticas, pela convergência de interesses a partir dos anos 2000 e pelo descontentamento em relação aos seus aliados Ocidentais.

The relations between Russia and Turkey have undergone profound changes in the post-Cold War period. Historically, the two countries have been on opposite sides in several moments in history, leading to numerous conflicts over centuries of relationship. However, following the disintegration of the Soviet Union, the two countries exhibited patterns of behavior different from what is customary in their bilateral relations. By the end of the twentieth century, the two countries began a great dynamic of cooperation at the most diverse levels. This paper intends to analyze the transformations in the bilateral dynamics from the Turkish perspectives of such relationship. It is assumed that the perceptions of a given actor are a fundamental element for the construction of processes of cooperation or competition. In this sense, the paper intends to analyze the image projected by Russia in the post Cold War and its repercussions on the Turkish perspectives on such projections. It is understood that, in addition to factors inherent to bilateral dynamics, elements external to these relations, such as changes in the international structure or just conjunctural events, must influence Turkish perceptions. The paper covers the main topics involving Russian-Turkish bilateral relations between 1991 and 2011, relating them to Turkish perceptions and their transformations. Such perspectives were, in fact, transformed mainly by factors related to the change in the foreign policy developed by Russia, the internal conflict resulting from the war on the PKK, domestic crises, the convergence of interests from the 2000s and the discontent with its Western allies.
