A redemocratização abriu caminho ? presença feminina no sistema político rio-grandense e diferentes trajetórias na Câmara Municipal de Porto Alegre (1982 – 2016)

Abstract

Este trabalho busca problematizar as ideias de atraso e de progresso linear no que diz respeito à participação feminina na esfera política. Identificando e discutindo conceitos relacionados a gênero e política, busca-se investigar aspectos estruturais da história da exclusão política das mulheres, hoje reflexo na baixa participação em cargos eletivos. Tomando o período de reformulação sócio-política como marco em termos de inserção política de grupos minoritários, buscamos identificar se há mudanças relacionadas à eleição de mulheres a partir da nova República, por meio de análise quantitativa dos dados referentes às eleições municipais no Rio Grande do Sul (1988 - 1996), além de contemplar aspectos relacionados às especificidades da esfera do poder local. O estudo de caráter exploratório sobre as trajetórias de quatro vereadoras eleitas em Porto Alegre (1982 - 2016) contribui no sentido de investigar aspectos relativos à inserção política das mulheres, não contemplados nas estatísticas, identificando mudanças e permanências no tema da participação política das mulheres. Buscamos observar como o gênero incide nas formas de inserção e atuação política dessas vereadoras.

This paper aims to problematize the ideas of belatedness and linear progress regarding female participation in the political sphere. By identifying and discussing concepts related to gender and politics, we seek to investigate structural aspects of the history of women’s political exclusion, today a reflection on the low participation in elective positions. After choosing the period of socio-political reform for being a milestone in terms of political insertion of minority groups, we sought to identify if there have been changes related to the election of women from the new Republic, through a quantitative analysis of data referring to the municipal elections in Rio Grande do Sul State (1988 - 1996), besides tackling aspects related to the specificities of the sphere of local power. The exploratory study on the histories of four female city councilors elected in Porto Alegre (1982 - 2016) contributes to investigate aspects related to the political insertion of women, not included in the statistics, identifying changes and lack of chagnes related to women’s political participation. We seek to assess how gender affects the forms of insertion and political action of these councilors.
