dc.description.abstractA presente monografia tem como objetivo central analisar os principais fatores que determinaram a emergência e a expansão das atividades de grupos terroristas contemporâneos de tendência islâmica na região da África Ocidental, sobretudo a partir de meados dos anos 1990 e após os atentados de 11 de Setembro de 2001 nos Estados Unidos (EUA). Parte da hipótese de que o terrorismo contemporâneo consiste em um fenômeno multicausal, resultado de condições históricas, estruturais e conjunturais, internamente e externamente aos Estados da região, organizados em três níveis de análise: histórico-estatal, sistêmico e conjuntural. Tendo isso em vista, através da realização de uma revisão de bibliografia qualitativa e da análise das fontes, inicialmente procura efetuar uma revisão histórica circunstancial do continente africano, de forma a analisar os processos de construção político-social dos Estados da África Ocidental e a influência das potências europeias e da Guerra Fria nesse ínterim. Em seguida, examina o período pós-Guerra Fria e as mudanças que o término da bipolaridade global transmitiu ao continente africano, salientando a emergência de novos desafios econômicos e securitários, as transformações na organização política interna nos países da região e o advento de novos atores não estatais. Por fim, empreende análises empíricas de dois casos paradigmáticos de grupos terroristas islâmicos presentes na África Ocidental, destacando seus aspectos formativos mais específicos, e examina a nova agenda de segurança internacional originada a partir dos atentados terroristas do 11 de Setembro, baseada nos preceitos da “Guerra ao Terror” global.pt
dc.description.abstractThis monograph’s central objective is to analyze the main factors that have led to the emergence and expansion of the activities of contemporary terrorist groups in the West African region, especially since the mid-1990s and after the attacks of 9/11/2001 in the United States (USA). It starts from the hypothesis that contemporary terrorism consists of a multicausal phenomenon, the result of historical, structural and conjunctural conditions, internally and externally to the states of the region, organized in three levels of analysis: State-historic, systemic and conjunctural. With this in mind, through a review of qualitative bibliography and analysis of sources, it initially seeks to carry out a circumstantial historical review of the African continent, in order to analyze the social-political construction processes of West African States and the influence of the European and the Cold War powers in this interim. It then examines the post-Cold War period and the changes that the end of global bipolarity transmitted to the African continent, highlighting the emergence of new economic and security challenges, the transformations of the internal political organization in the countries of the region and the advent of new non-state actors. Finally, it undertakes empirical analysis of two paradigmatic cases of Islamic terrorist groups in West Africa, highlighting their more specific formative aspects, and examines the new international security agenda arising from the terrorist attacks of 09/11/2001, based on the precepts of the global "War on Terror ".en
