Movimentos sociais de proteção animal e sua influência na construção de políticas públicas no município de Porto Alegre/RS

Abstract

Durante muito tempo os seres humanos obtiveram proveito da relação com os animais. No entanto, o engajamento dos movimentos sociais de proteção animal opera mudanças significativas na relação homem e animal. Da ação destes movimentos emerge o preceito de ética de cuidado e proteção de todas as formas de vida, que aliada ao ordenamento legislativo vigente, requisita mudanças no arquétipo de gestão pública para a criação de políticas públicas que venham atender essa nova necessidade de proteção aos animais. Diante disso, o presente trabalho tem por objetivos estudar o movimento social de proteção animal de Porto Alegre, a fim de verificar sua forma de atuação, realizar sua caracterização, identificar seus atores, identificar e descrever as políticas públicas de bem-estar animal existentes no município e verificar a incidência destes movimentos no processo de formação de políticas públicas voltadas ao bem-estar animal existentes no município até a criação Secretaria Especial dos Direitos Animais (SEDA) instituída pela Lei Municipal 11.101, de 25 de julho de 2011, que atualmente passou por reformulações - após a troca de prefeitos – a SEDA perdeu a qualidade de secretaria se subordinando à Secretaria Municipal de Meio Ambiente e sustentabilidade, mas permanece disponibilizando alguns serviços à população . Para este estudo foi utilizado uma abordagem metodológica exploratória.

For a long time, human beings have benefited from the relationship with animals . However, the engagement of social movements for animal protection guides significant changes in the relationship between the man and the animal. From these movements emerges the ethical concept of care and protection of all life forms, which allied with the current legislative order, it requires changes in the archetype of public management for the creation of public policies that will meet this new need for animals’ protection. Hence, this study aims to understand the social movement of animal protection in Porto Alegre, in order to verify its behavior, to describe it, to identify its actors, to identify and describe public animal welfare policies that exists in the city and to verify the incidence of these movements in the process of forming public policies focused on animal welfare existing in Porto Alegre until the creation of the Secretaria Especial dos Direitos Animais (SEDA) established by Municipal Law 11,101, dated on July 25th of 2011, which is currently passing by reformulations - after the change of mayors - SEDA lost the quality of secretariat being subordinated to the Environment and Sustainability Municipal Secretariat, but it still provides some services to the population. An exploratory methodological approach was used for this study.
