Participação social em conselhos locais de saúde da cidade de Porto Alegre - RS

Abstract

Considerando a relevância da participação e do controle social nos Conselhos de Saúde e o esvaziamento destes, principalmente nos Conselhos Locais de Saúde (CLS), este estudo objetiva explorar e analisar os fatores relacionados à baixa participação de usuários/as em CLS do município de Porto Alegre, RS. Por meio de uma abordagem qualitativa, seguindo um roteiro elaborado com categorias temáticas e com perguntas abertas, realizaram-se quatorze entrevistas semiestruturadas individuais com usuários e conselheiros representantes dos usuários, adstritos a seis Unidades de Saúde de duas Gerências Distritais de Saúde da cidade de Porto Alegre. A partir das análises dos dados, identificaram-se seis fatores que dificultam a participação social nos CLS: falta de divulgação das ações dos Conselhos, falta de segurança no território, falta de tempo para participar, descrédito em relação aos Conselhos, desconhecimento/desinformação e falta de espaço físico para os Conselhos. Paralelo a isso, buscou-se identificar viabilidades que possam elevar a participação social nos CLS, resultando em três principais fatores: mais divulgação das ações do Conselho, inclusão dos usuários nos espaços de participação e vontade de conquistar/transformar/unir as pessoas. Os resultados mostram que os fatores impeditivos e facilitadores à participação nos CLS são praticamente os mesmos, quais sejam: falta de visibilidade das ações realizadas, de tal modo que estes espaços devam ser revistos e potencializados com ações de fortalecimento do exercício de cidadania.

Given the importance of social participation and oversight in local healthcare council’s decision making – and the lack of social participation in it –, this work aims to investigate and analyze the factors related to the low attendance of beneficiaries of healthcare services in local healthcare councils (known by its Portuguese acronym (CLS) - Conselhos Locais de Saúde) located in the city of Porto Alegre, RS. By utilizing a qualitative approach – and following a framework of themes to be explored combining a pre-determined set of open questions – fourteen individual semi-structured interviews were made focusing on healthcare beneficiaries and local healthcare council members, situated in six health facilities from two District Management Councils in the city of Porto Alegre, RS. The qualitative data analysis seems to suggest six factors that prevent engagement and participation in local healthcare councils: lack of council’s communication about its deliberation; lack of security in neighborhoods; lack of time to spend with the council’s activities; disbelief in local healthcare council’s; unawareness and/or lack of information and lack of physical space in local councils. Furthermore, this study aimed at identifying the factors that might contribute to increasing social participation in local healthcare councils (CLS), they are the following: better announcement and dissemination of council’s actions; beneficiaries’ inclusion in local healthcare councils decision-making processes and willingness to conquer/change/unite people. Results indicate that the impediments that have contributed to lack of participation in CLS and the factors that contribute to increasing it are virtually the same, that is: lack of visibility of actions taken by local councils, such that they should be reevaluated and strengthened by initiatives that contribute to citizenship awareness.
