Análise da evolução do PRONAF no Brasil e de sua distribuição nas regiões Sul e Nordeste do país

Abstract

Este trabalho apresenta um estudo sobre a evolução do crédito rural disponibilizado aos agricultores familiares no Brasil por meio do PRONAF, tendo como enfoque principal as regiões Sul e Nordeste do país. Como contextualização, são apresentados dados referentes à importância do agronegócio no Brasil e da magnitude e da significância social e econômica dos agricultores familiares no contexto nacional, além da trajetória de sua representatividade no país. O surgimento do PRONAF, em 1995, apresenta-se como um marco a este grupo de produtores, uma vez que possibilitou a sua inserção frente à obtenção de crédito rural. Apesar do inegável avanço que o programa significou aos agricultores familiares, ao analisar-se a evolução do PRONAF no âmbito regional, verifica-se uma concentração histórica em relação à destinação de recursos do programa na região Sul do país, em detrimento da região Nordeste, detentora do maior número de estabelecimentos de agricultura familiar. Comparando a evolução do PRONAF em ambas as regiões, portanto, verificou-se, além de contrastes intrínsecos em relação às regiões, características informativas, associativas e tecnológicas predominantes no Sul. Dessa forma, a região torna-se mais atrativa aos bancos e mais apta a buscar recursos em relação à região Nordeste, comparativamente mais desassistida, desinformada e empobrecida.

This paper presents a study of the rural credit evolution available to family farmers in Brazil through PRONAF, focusing mainly on the South and Northeast regions of the country. As a context, some data are presented regarding the importance of agribusiness in Brazil, the magnitude and the social and economic significance of family farmers in the national scenario, in addition to their representative trajectory in the country. The emergence of PRONAF in 1995 presents itself as a milestone to this group of producers, since it made possible their insertion in the face of obtaining rural credit. In spite of the undeniable progress made by the program to family farmers, in analyzing the evolution of PRONAF at the regional level, there is a historical concentration in relation to the destination of program resources in the southern region of the country, in detriment of the Northeast region, holding the largest number of family farming establishments. Comparing the evolution of PRONAF in both regions, therefore, were ascertained, besides intrinsic contrasts in relation to the regions and the profile of the family farmers present in the same, informative, associative and technological characteristics prevailing in the South. Therefore, the region becomes more attractive to banks and more able to look for loans, once related to the Northeast region, comparatively more unassisted, uninformed and impoverished.
