Água um direito humano fundamental : gestão ambiental e sustentabilidade

Abstract

Esse trabalho é uma reflexão sobre a problemática atual da água em termos de sua gestão, identificando os possíveis interesses, valores conflitantes e soluções à problemática mundial da escassez. Para obter tal objetivo, primeiramente, buscou-se compreender o que é o bem maior da humanidade: a água – recurso natural de maior abundancia da Terra -, passando pela contextualização histórica das formas de relacionamento homem/natureza, crise hídrica e as vantagens competitivas que a água possui no cenário econômico mundial. Através da exploração das legislações ambientais, pactos e acordos internacionais foi enfatizado as motivações pelas quais tornam a água um direito humano fundamental a todos. E por último, mas não menos importante, abordou-se possíveis soluções/ações necessárias para a gestão sustentável dos recursos hídricos. A missão fundamental do trabalho é sensibilizar a necessidade à mudança de visão “do homem como ser a par da natureza”. Através de referências, dados e conceitos foi abordada o papel fundamental que o homem exerce sobre a proteção do meio ambiente, principalmente dos recursos hídricos. Já passou do tempo do Homo sapiens (homem que sabe), tornar-se parte integrante do meio ambiente e garantir a manutenção do equilíbrio ecológico e a sobrevivência da sua e das demais espécies para as atuais e futuras gerações.

This work is a reflection on the current water issue, as far as its management, identifying the possible interests, conflicting values and solutions to the world water shortage problem. First, in order to achieve this goal, it was sought the comprehension of what the humanity greatest good is: the water – the largest natural resource available on Earth – through the historical contextualization on the relationship man/nature, water crisis and the competitive advantages that water has on the world economic scenario. Throughout research on environmental laws, international covenants and agreements, the motivations in which turns water a basic human right were emphasized. And last but not least, possible solutions/actions needed for sustainable water resources management were approached. The main goal of this work is to raise awareness on the need of a change for the "man as a being apart to nature” view. Through the references, data and concepts, the fundamental role that the man carries on protecting the environment, particularly water resources, was approached. It is high time Homo sapiens (man who knows) became fully part of the environment and ensured the maintenance of ecological balance and the survival of other species and its own, for current and future generations.
