Este trabalho estuda o desempenho do Banco Nacional de Desenvolvimento Econômico e Social (BNDES) dentro do âmbito do II Plano Nacional de Desenvolvimento (II PND). O trabalho erige-se com uma abordagem não convencional, como objetivo principal de elucidar a ligação entre o banco e o processo de desenvolvimento norteado pelo Estado, em suma, a própria função do Banco Público para o desenvolvimento econômico. Constatou-se que o BNDES teve fundamental atuação como financiador da empresa nacional privada: destinação para a qual ganhou nova estrutura de funding e braços institucionais para sua atuação. Lançando mão da teoria pós-keynesiana, chegamos ao remate de que a instituição não apenas foi baluarte financeiro para a execução do II PND, mas, também, exerceu o papel de orientador do empresariado nacional para os setores considerados estratégicos à época. ...

This paper studies the performance of the National Bank for Economic and Social Development (BNDES) within the scope of the II National Development Plan (II PND). The work is based on an unconventional approach, as the main objective of elucidating the link between the bank and the state-led development process, in short, the Public Bank's own function for economic development. It was verified that the BNDES had a fundamental role as a financier of the private national company: The bank took on a new structure, gaining new foundations and institutional arms. Taking advantage of the post Keynesian theory, we concluded that the institution was not only a financial bastion for the execution of the II PND, but also exercised the role of guiding the national business to the sectors considered strategic at the time. ...
